WASHINGTON, DC – The Cavalry Group mounted a charge on Capitol Hill this week to convince Congressmen and Senators to oppose passage of HR 1518/S 1406, Prevent All Soring Tactics, which would stop soring of Tennessee Walking Horses.

In a scene reminiscent of the cult classic movie “Animal House”,  the Cavalry Group parade turned into a blind alley and marched straight into a brick wall.

The Cavalry Group saddled up and  put a “Big Lick” horse, Mr. Heisman, with an HPA violation history on its poster, and proudly proclaimed he was “USDA APPROVED”.  Mr. Heisman is trained by Brandye Mills (a guy) near Birmingham, Alabama,  and he is owned by Randall Baskin and his wife Sadie  of Franklin, Tennessee.

It just so happens that “Mr. Heisman”, Trainer Brandye Mills and Owner Randall Baskin all have HPA violation histories.

The Cavalry Group chose Mr. Heisman and Trainer Brandye Mills as their “POSTER HORSE AND TRAINER” and labeled them as “USDA APPROVED” without checking on their HPA violation histories when it urged Congressmen and Senators to “Don’t Criminalize The Tennessee Walking Horse.

The problem is that violation of the Horse Protection Act is a crime.

And based on the following letter, “Mr. Heisman” and Randall Baskin have been found by APHIS as  “USDA DISAPPROVED”.

Dear Sir or Madam:
Why You Are Receiving This Letter
We believe that  you  violated the Horse Protection Act (15 U.S.C. § 1821 et seq.) (HPA), as described in the attached Official Warning. Our agency, the Animal and Plant Health Inspection Service (APHIS), is responsible for enforcing the HPA, and other agriculture laws that help prevent the spread of animal and plant pests and diseases, and ensure the welfare of animals.
After providing you with an opportunity for a hearing, we may impose civil penalties of up to $2,200, or other sanctions, for each violation described in this Official Warning. Although we generally pursue penalties for this type of violation(s), we have decided not to pursue penalties in this instance so long as you comply, in the future, with laws that APHIS enforces.
Consequences Of Continuing Non-Compliance
If you violate laws that APHIS enforces in the future, we may pursue criminal penalties, or we may pursue civil penalties for the violations described in this Official Warning, in addition to any penalties we may pursue for any future violations.

The (The (A) showing or exhibiting, in any horse show or horse exhibition, of any horse which is sore, (B) entering for the purpose of showing or exhibiting in any horse show or horse exhibition, any horse which is sore, (C) selling, auctioning, or offering for sale, in any horse sale or auction, any horse which is sore, and (D) allowing any activity described in clause (A), (B), or (C) respecting a horse which is sore by the owner of such horse.  You allowed the showing or exhibiting of the sore, “Mr. Heisman,” at the 72nd Annual Tennessee Walking Horse National Celebration.

9 C.F.R. § 11.3 Scar rule. The  scar rule  applies to all horses born on or after October 1, 1975. Horses subject to this rule that do not meet the”¦scar rule criteria shall be considered to be  “sore”  and are subject to all prohibitions of section 5 of the Act.

  1. Unbelievable the hubris of these people. They think no one notices or no one knows what they are doing. Get it straight, the only way a “Big Lick” can be achieved is thru cruel & inhumane training methods. The rest of the horse world knows this, why can’t they? Like Mr. Irby said, these folks will do anything to get a ribbon even torture their horse.

    Marty, we all have disappointments in our lives but what really matters is how we come out of them. And you, Sir, should be so proud of what you stand for! And just know that you have a cavalry of support behind you 🙂

  3. This doesn’t shock me but saddens me that they truly believe this is ok to do to such a noble creature. They just can’t see the natural beauty. I certainly hope that the USDA is letting Capitol Hill know that this horse, it’s trainer and owners are all violators of the HPA.

  4. This is hysterical. I LOVE it. The Cavalry’s “poster boy” for animal owners’ rights is a known violater of FEDERAL law– the HPA – and they are using him to ask FEDERAL lawmakers NOT to vote to strengthen this law by promoting a violator of the law in its current weaker version.

    Guess the “Indians” –or “flatters” may win this one afterall if THIS is the cavalry the “Lickers” are hoping will “rescue” them.

  5. It just shows ME how oblivious to what they do to these horses and how they regard the warnings from USDA… Ignorance, Greed, back to normal business for them all to torture horses…. SO SICK honestly…..

  6. The USDA can recycle these posters: just stamp them “USDA Disapproved,” attach both Randall and Sadie Baskins’ Letters of Warning for Mr. Heisman and, using a heavy duty stapler, attach Brandye Mills’ four Letters of Warning on four additional horses.

  7. The Cavalry Group is also a huge pro-horse slaughter group, you know, buddies with Sue Wallis, Dave Duquette and United Horsemen? Those lovely folks who want to shove horse meat down the throats of Americans whether we want it or not.

    They have used the “owner’s rights” ploy for that too. However, one would think even they would be better informed than this! Oh well, consider the source….

Hardly surprising given some of its illustrious members like ‘Puppymill’ Pattterson, ‘Slaughterhouse’ Sue Wallis, Chuck Stenholm; professional pimp for the horse slaughter industry, along with various and assorted defenders of the most egregious industrial farming methods, puppymillers, cockfighters, horse trippers, circus and exotic animal ‘farms’ — this group represents some of the worst of the worst when it comes to animal abusers, exploiters, and low-bid individuals who oppose even the most modest of animal welfare legislation by attempting to make it a “property rights” issue. They are an embarrassment to the good and caring animal owners, breeders, farmers, and caretakers who DO NOT support nor endorse these marginal industries.

  9. Just seeing the above photos of the horse in high stepping…”Big Lick”…makes me cringe & shudder. Knowing of months of torture to the horse to perform this way. And performing! The so very unnatural contortions of the horse’s WHOLE body, OMG! I could not tolerate looking at this, sitting in the stands. Hideous. Not a killing, but like a bullfight. Torture of an innocent animal…for “sport.”
