LEWISBURG, TN – Informed and reliable sources have confirmed Loyd “Buster” Black has resigned as TWHBEA President.
Black was an unlikely leader of TWHBEA from the beginning being selected by an Executive Committee that had been buffeted by division when 7 EC members bravely endorsed the HR 1518 legislation before Congress.

attempted to overrule the Executive Committee, but didn’t have the authority to do so. Tracy Boyd was then fired from his day job by the Randall Baskin family member Roger Baskin, and then Tracy Boyd resigned as TWHBEA President to become the Executive Director replacing the legendary Ron Thomas who took early retirement. The only two Directors opposing Boyd were Davie Mullis and Trainer Wayne Dean, both of whom having ongoing HPA citation cases.
Black, who was absent at the May meeting when the Directors voted 7 – 4, seemed to take a rather strange approach to leadership. Black didn’t protest David Howard’s crowd seizing the TWHBEA building on the Celebration grounds or Howard’s bunch denying TWHBEA the horse show results to use with IPEDS.
Then Black attempted to thwart the Pat Stout Polling Initiative by refusing to allow Stout’s explanation to appear on the TWHBEA Facebook page until a September 27, 2013 meeting at which it was overwhelmingly approved. Then Black sent a Statement to all TWHBEA members the day before the EC meeting telling the members they could “certainly throw it away”. It appears 1,750 members elected to disregard Black’s unsolicited advice.
Black then refused to comply with what appears to be Tennessee law on allowing members to have the membership list to communicate with members.
Two of the Sound votes, Caroline Hoffman and Denise Bader Keyser of Germany,
seem to have come under the spell of Big Lickers Nicole Carswell Tolle and Christly Lantis and have wavered in their support of the Sound Horse envisioned by HR 1518/S. 1406. Linda Montgomery has apparently switched sides also and no longer supports HR 1518/S. 1406.
It is uncertain if Black, will be available as the immediate Past President, to vote in the event of tie votes of the Executive Committee.
The TWHBEA Executive Committee will select the new President at the October Executive Committee meetings. Insiders say it may come down to Big Licker Rob Cornelius and Manna Pro executive Jason Bachert who is considered to be a Sound Horse person. Pat Stout, due to her Polling Initiative courage, might be a dark horse candidate.
