THETA, TN – The Big Lickers are finning as hard as a grass carp working against the current of the Mississippi River trying to convince anyone who will listen – including U. S. Congressmen and U. S. Senators – that Horse Soring is NO PROBLEM. According to them, it’s all but gone away. The Big Lickers are touting a Purple Strategies crafted line claiming a “98.4% HPA compliance rate” at the 2013 Celebration.
Nothing could be farther from the truth.
On Friday, August 30, 2013, the Celebration’s SHOW HIO cooked the books by not finding one, not one – nothing – nada – zip HPA violation in 138 horses inspected; and the USDA spot checked far fewer than 138 horses, and found 10 HPA violations.

Hall asked Smith about the Horse Soring problem.
Smith said “We’re 98.5 percent in full compliance at our largest show, where every horse is checked by the federal government, so (lawmakers) probably need to worry about something else more than that.”
Smith was factually incorrect because the USDA only spot checks horses, does not check each one, but more importantly Smith was grossly wrong with the claimed 98.5% compliance rate that meant soring is practically non-existent.
The Saddlehorse Report Editor Christy Howard Parsons knocked Steve Smith
plumb out of the tree when she posted this week on a Change.org Petition opposing HR 1518, and said soring was a major problem.
If anyone knows whether or not soring is a major problem, it is Christy Howard Parsons, former Editor of The Walking Horse Report published by her father, David L. Howard. Parsons is now Editor of The Saddle Horse Report which is also published by her father, David L. Howard.
Parsons took a stand on Change.org petition this week opposing HR 1518/S.1406 in which she said “soring is a major problem”. Her post is contrary to the two organizations associated with the American Saddlebred breed, each of which has publicly endorsed the passage of HR 1518/S. 1406.

“Because soring is a major problem,” and this bill doesn’t solve the soring problem. It is very misleading to purport that eliminating pads and chains will eliminate soring. Also the USDA doesn’t have the budget to fully handle enforcement without HIO help. Fix the HIO system so there is only one HIO and it is truly independent. It is not feasible for the USDA to be solely in charge of enforcement. I truly love this breed, and our horse deserves better. The HPA can be improved but HR 1518 does not do it.”
Christy Parson’s post is a highly intelligent well expressed opinion. In her post, she spoke the truth as she knows it. I agree with her that “soring is a major problem”. The reason soring is a major problem is there is a lot of soring being done. This directly contradicts the Purple Propaganda line that incoming TWHBEA President Steve Smith and her brother, Jeffrey, are cawing out like two crows on a power line – its a minor problem.
The Theta Syndicate made the world aware yesterday of Christy Howard Parson’s statement “Because soring in a major problem” when she disagreed with her brother PSHA spokesperson Jeffrey Howard, current Walking Horse Report Editor, and incoming TWHBEA Big Licker President Steve Smith who say there is no soring problem – all is well – and regurgitate (burp) that – “98.4% Compliance” rate.
