SHELBYVILLE, TN – It has dawned on the Big Lickers that there is going to be something happening on Capitol Hill next week, and they are now putting up the Go Jo, and Saran Wrap, and getting on the telephone and trying to make some noise with the elected Representatives who will be in attendance.
PSHA Spokesperson Jeffrey Howard, and also Editor of The Walking Horse Report has sent out the Licker talking points which contain some real Whoppers:
- HR 1518 is devastating to our show horse,
- Not just devastating to our padded horse.
- HR 1518 eliminate approximately 85% of the classes held at horse shows this year
- Economic impact to the Walking Horse Racket exceeds $3 BILLION DOLLARS*
- HR 1518 will cost over 20,000 jobs.
No scientific basis for the ban of the action device, pad or weighted shoe.
- Auburn Study proved that action devices up to 6 ounces and the pad caused no harm to the horse.
Query: What do you need the Chain for?
Apparently Editor Howard must have HR 1518 confused with some kind of Tsunami experience. He goes on:
- HR 1518 calls for an elimination of the HIO system
- Bans weighted shoes, action devices and pads and
- Increases the penalties in the HPA.
Jeffrey also apparently turns a blind eye to the “Blue Putty” commonly being used by Trainers between the pad and the frog which he describes as a hidden practice and then ballyhoos that the Blue Putty doesn’t how up on radiographs and that the USDA has never “found” an incident of pressure shoeing despite taking 100s of radiographs.
Pssst Mr. Spokesperson – “wink wink” – that’s why they use the Blue Putty.
Then as the WHR always does, Editor Howard goes looking for bogeymen under the bed and accuses a Humane Group for conceiving the Bill while conveniently ignoring these facts:

Apparently Jeffrey Howard believes the easiest way to motivate the Lickers is try scare tactics. You really have to wonder if the Lickers spent just spent half the time accepting change and the future direction of the Tennessee Walking Horse breed as it did tilting at windmills and parading folks off into brick walls,
wouldn’t things (not counting Cha Ching) be a lot better off.
