NASHVILLE, TN – The 2014 re-election campaign of U. S. Senator Lamar Alexander (R-TN) appears on the verge of being embroiled in a possible major controversy surrounding Alexander’s Senate Campaign Chairman Stephen B. Smith of Brentwood, Tennessee.
The matter relates to an old DQP horse soring ticket which showed Steve Smith as the Exhibitor and apparent Owner of a Tennessee Walking Horse named “Senator’s Secret Star” that was alleged to be sore in one foot, and Smith’s apparent failure to disclose the horse soring citation violation allegation on November 8, 2013 when he filled out and apparently signed a TWHBEA questionnaire necessary for Smith to run for President of TWHBEA.
Steve Smith, as Alexander for Senate Finance Chairman said “”As governor and as senator, Lamar Alexander
has been standing up for Tennessee and we are ready to stand up for him,” Smith said. “The $ 3 million we expect to raise when added to our $1 million on hand will give the senator $4 million to start his campaign. We then will raise whatever we need to raise to make sure Lamar is able to communicate his message and continue to represent Tennesseans.”
Steve Smith is also running for President of the TWHBEA (election Dec.7) saying on his questionnaire, “I am committed to work enough hours to put our organization on a ‘sound’ footing, (no pun intended).”

The owners of the horse, Senator’s Secret Star, were “Smith and Smith” which were most likely Steve Smith and his father, the late Reese Smith. Steve Smith is shown on the ticket as the Exhibitor of the alleged sore Senator’s Secret Star. The horse’s trainer David Landrum of Franklin, Tennessee signed the ticket. David Landrum , who has trained out of the Barn owned by Steve Smith and Family for approximately 25 years, and his former Assistant Trainers Winky Groover, Chad Way, Knox Blackburn, Joe Cotten and Chad Williams have extensive HPA SORING CITATION HISTORIES.

Steve Smith answered “NO” to the above question on the Prospective Officer Questionnaire that he signed on November 8, 2013.
This DQP SORE ticket may complicate Smith’s claim to have a spotless HPA Citation History while representing the embattled Big Lick sore TWHBEA to the rest of the equine world. And to participate with clean hands in the battles ahead in Washington, DC over the HR 1518/S. 1406, Prevent All Soring Tactics Act (PAST) to remove the pads and chains, eliminate HIOs and making horse soring a federal felony.
As Tennessee’s senior United States Senator, Lamar Alexander will play a key role regarding the HR 1518/S. 1406, Prevent All Soring Act, which appears to have the momentum necessary to pass the U. S. House of Representatives by an overwhelming margin.
Senator Lamar Alexander will be looking at the Poll Results when on October 15, 2013, the members of the Tennessee Walking Horse Breeders & Exhibitors Association (TWHBEA) voted in a landslide 63% – YES for passage of HR 1518/S.1406 to remove the pads and chains from the Tennessee Walking Show Horses, eliminate the corrupt HIO system, and make horse soring a federal felony.

A full color 1/2 page ad regarding the HR 1518 Poll Results paid for by “Concerned Citizens Against Horse Soring” was published in The Tennessean on Sunday, November 10, 2013, before the Congressional Hearing on November 13, 2013 in Washington, D.C.
Another Poll, Senator Lamar Alexander might pay attention to was a December 2012 Mason-Dixon Poll which revealed that statewide voters, by a more than 5-to-1 margin in Tennessee and a more than 3-to-1 margin in Kentucky, overwhelmingly support stronger legislation to prevent the cruel practice of horse “soring,” the painful application of chemicals or other training methods to force the animals to perform an artificially high-stepping gait””known as the “Big Lick”””for show competitions.
Since the TWHBEA Poll results were announced by Greg Cook, CPA – the Big Lick Interests have desperately and strangely tried to shake its verdict.
- Numerous articles in The Walking Horse Report trying to discredit the Poll including seeking the sage paid for advice of Purple Strategies, a really objective opinion, that one.
- Attempts by TWHBEA while violating its corporate rules to investigate Pat Stout for seeking TWHBEA members opinion on the HR 1518 question.
- An unauthorized “To Whom It May Concern” letter to Congress on behalf of the 8,300 members of TWHBEA written by the TWHBEA President Big Licker Rob Cornelius and his wife Becky on their couch two days before the November 13, 2013 Hearing.
The facts are that Steve Smith owned and exhibited Tennessee Walking Horses alleged to be sore, along with owning a barn for approximately 28 years where David Landrum and his assistants had a long list of HPA soring Citations casts a serious shadow over Smith’s credibility regarding providing assurances that Tennessee Walking Horses will not be sored. PSHA Chairman Terry Dotson promised U. S. Secretary of Agriculture Tom Vilsack on March 30, 2013 that he would clean up soring, then on August 23, 2013, Dotson got two of his horses turned down as sore at the Celebration, resigned as PSHA Chairman on August 27, 2013.
Further, if Alexander goes along with Smith and opposes the HR 1518/S. 1406 and serves as the mouthpiece for the “throw it all against the wall and see what sticks” defense, it will certainly lessen Alexander’s stature and immense reputation for integrity and having an independent mind which is not dictated by the monied interests who are for perpetuating a racket which is based on the criminalized soring of Horses in the name of so called “sport” and “human entertainment”.
Alexander displayed that “independent mind” when he voted to approve President Obama’s U. S. Supreme Court nominee Sonia Sotomayor. Until I see otherwise, I am going to believe that the only person who votes Lamar Alexander is Lamar Alexander.

Informed sources report that both Senator Lamar Alexander and Senator Bob Corker, along with their key aides, watched the entire proceedings of the Committee testimony and questions asked of witnesses. Due to Smith’s involvement things need to become more clear. Informed sources say due to his financial independence, Bob Corker is his own man and is carefully weighing the possibility of supporting HR 1518/S.1406.
Lamar Alexander was the President of the University of Tennessee from 1988 – 1991, following his tenure as Governor from 1979 – 1987.
The proud University of Tennessee turned its back on the sore “Big Lick” Tennessee Walking Horse in 2012, instead choosing the natural gaited Sound Tennessee Walking Horse to appear before its Homecoming football attendees in 2012 and 2013. Informed observers believe the horse with pads and chains will never be allowed to be exhibited against in Neyland Stadium.

Another controversial problem bedeviling Lamar Alexander is his home town is Maryville, Tennessee which is also the home town of Larry Joe Wheelon. The Blount County Courthouse where the case against Larry Joe Wheelon is expected to be presented to a Grand Jury next week is located on the Lamar Alexander Parkway in Maryville.
If Wheelon is indicted of felony horse abuse along with some of the persons owning the horses trained by Wheelon, it will further reflect poorly on U. S. Senator Lamar Alexander that his home town of Maryville will be covered by the national press as ground zero for Horse Soring. Wheelon could be the first Horse Trainer in the history of the Horse Protection Act to go to prison for soring a Tennessee Walking Horse. Wheelon is presumed innocent until proven and found guilty a jury.

who was one of the invited witnesses at the Nov. 13 Congressional Hearing. At Maryville, Dr. Bennett testified that this “bucket stance” could have been caused by a maladjusted tail brace.
The Tennessee Walking Horse soring story centered around the HR 1518/S.1406 has become a national and international story especially following the Congressional Hearing on November 13, 2013. The breed registry is projected to lose $250,000.00 in 2014, and the Celebration losses are expected to exceed $2,000,000.00.
Why David L. Howard keeps resisting the paradigm change which must occur is hard to answer – but the best guesses are greed and a maniacal desire for control – even though what’s left to control is dwindling down by the day.
