SHELBYVILLE, TN – Whether you like or dislike David L. Howard, Celebration Chairman/The Walking Horse Report Publisher, you have to give Herr Howard credit for one thing.
David L. Howard was not going to allow his son Jeffrey to be sworn in and testify under oath at the Congressional Sub-Committee hearing on the HR 1518/S. 1406, Prevent All Soring Tactics Act on Nov. 13, 2013.
More specifically, David L. Howard was not going to let his son lie to Congress under oath for the Big Lick.
Instead, Jeffrey and new Big Lick propagandist, Phil “High Heel” Osborne, were sitting at the back of the Hearing room and took it all in.

It appears that Chicago Purple Strategies lady Chris Mather may have been replaced by the Lexington, KY based Osborne. The new PSHA “spin” team appears to be Jeffrey Howard and Phil Osborne.
PSHA had a serious credibility problem when Chairman Terry Dotson
who met with U.S.Agriculture Secretary Tom Vilsack on March 30, 2013 along with WHTA President Mickey McCormick and assured Secretary Visack they would stop the soring. Following this, Tennesseean reporter Heidi Hall did a big feature story in June 2013 with lots of pictures of Terry and his horses that he loved so much.
Then 143 days after meeting with Secetary Vilsack, on the first night of the Celebration, Aug 21, 2013, PSHA Chair Terry Dotson got two of his horses turned down as sore by a USDA vet. Terry then proceeded to get into it verbally with the vet, and the following Monday, Terry Dotson resigned as PSHA Chair, packed up and went home during the middle of the Celebration.
David L. Howard’s Big Lick crowd badly needed a PSHA Chair, and many of its PSHA Board members have prior Horse Protection Act violation histories, so post Celebration David L. Howard decided to recycle EX-Celebration CEO Doyle Meadows, PhD, as a figurehead and put words in his mouth to try and lend some credibility to a sinking PSHA ship.
So now, we have Jeffrey and Phil puppeteering Doyle Meadows to say 98.5% compliance yada yada yada.
But I digress.
Also present in the room on Nov. 13 were Trainer Boyz President Mickey McCormick and Ex PSHA Chair Terry Dotson lobbyist, Jeff Speaks.
Which leads us to December 3, 2013 – a big day in the history of the Tennessee Walking Horse.
On this day:
- Jeffrey Howard appeared before The Tennessean editorial board to “spin” deceit for the Big Lick;
- SPCA Investigative Coordinator Kellie Bachman appeared before a Blount County, Tennessee Grand Jury to tell the truth about the Big Lick.
While Jeffrey Howard attempted to “smooth talk” Gannett journalists about a subject some of them do not fully understand, Kellie Bachman provided eye witness testimony and graphic physical evidence to citizens about what was allegedly going on in Larry Joe Wheelon’s Big Lick barn out on Tuckaleechee Pike in Maryville, Tennessee.
That day the Blount County Grand Jury in Maryville, Tennessee returned a true bill indicting Big Lick trainer Larry Joe Wheelon and three alleged accomplices on 18 counts, involving felony crimes and conspiracies regarding aggravated animal cruelty to Big Lick Tennessee Walking Horses. They turned themselves in the next day for booking. All are afforded the presumption of innocence.
That day, here is PSHA Spokesperson/The Walking Horse Report Editor Jeffrey Howard, scion of the wealthy Howard family in Shelbyville, Tennessee which has made millions of dollars off of the Big Lick Tennessee Walking Horse and the Trainer Boyz which sore them to get the Big Lick, spinning the Big Lick to The Tennessean editorial board:
Just one example of Howard’s misrepresentations to The Tennessean journalists is there is no difference in the number of Horse Protection violations cited when the USDA is present vs when it is not present to inspect horses.
Who is Jeffery Howard trying to kid?
On the next to last night of the Celebration, August 30, 2013, the Celebration’s SHOW HIO was desperately trying to get the 98% compliance number so the SHOW HIO DQPs inspected 138 Horses and wrote – 0 – HPA tickets. The USDA inspected about 75 Horses that night and cited 10 HPA violations. You can draw your own conclusion.
There was plenty of soring going on at the 2013 Celebration, and the “Saviour Horse” Honors was turned down as SORE on the first Saturday night,
and there were not enough stake horses in the first Saturday night Championship class to equal the number of ribbons being offered in the class.
It will be interesting in the days ahead to reflect back on those two momentous days, November 13 and December 3, 2013. And to see what comes from what Jeffrey Howard and Kellie each had to say that day.
Radar, Nephew Eugene and I all are predicting that Jeffrey Howard’s words were just more “hot air” trying to defend the Big Lick family forturne, while the truth that Kellie Bachman told and showed the Grand Jury that day will end up making Tennessee Walking Horse history along with national and international news.
