On the House side, HR 1518, Prevent All Soring Tactics Act, now has 253 Co-Sponsors and is expected to pass the U. S. House of Representatives in early 2014.
The HR 1518/S 1406 Poll where 63% of the TWHBEA members from all over America voted FOR passage of HR 1518/S 1406 is becoming more and more foreseeing as the support to remove the pads and chains, eliminate the corrupt HIOs and make horse soring a federal felony grows with each passing day.
It appears that the United States of America is lining up against a vocal minority centered in Tennessee, Alabama, Kentucky and Mississippi, that are irrationally defending the sore Big Lick Tennessee Walking Horse. Evidence of this is a Change.org – Petitioning United States House and Senate -United States House and Senate: Oppose HR1518 and S1406 PAST Act going for 24 days and it only has 1,237 signatures. More people than that petitioned the Blount County D. A. to take the Larry Joe Wheelon case to the Grand Jury.
U. S. Senators Lamar Alexander and Bob Corker, both Republicans, are taking close note of how “thin” the Tennessee opposition to HR 1518/S1406 actually is. The Tennessee Senators are realizing that while a small vocal minority in Tennessee is opposed to HR 1518/S.1406, a majority of their constituents want soring Tennessee Walking Horses to stop and they believe that removing the pads and chains is most effective way to do that. The Senators are seeing more and more that David L. Howard and his Big Lick crowd care more about self interest and control which includes profit and ego gratification than they ever cared about the Tennessee Walking Horse breed.
