HOW THE POLL OF TWHBEA MEMBERS WAS THE ULTIMATE GAME CHANGER – IT KNOCKED THE SORE BIG LICK PLANS COMPLETELY OFF TRACK – SOUND HORSE ADVOCATE DONNA BENEFIELD DECLARES REPRESENTATIVE MARSHA BLACKBURN (R-TN) ALTERNATE LEGISLATION TO AMEND THE “PAST” ACT DEAD ON ARRIVAL

THETA, TN –  Following the 2013 Celebration,  the sore Big Lick Plan devised by David L. Howard and his Shelbyville gang was to have Representative Marsha Blackburn (R-TN) introduce an alternative to the PAST ACT.   Blackburn had received $70,000.00 from the Lickers at the Celebration to do the deed.    The alternative legislation would allow David L. Howard’s sore Big Lick crowd to remain in control.  In order to pull it off,   the sore Big Lick crowd needed the Tennessee Walking Horse breed registry to come on board.

The TWHBEA Executive Committee had voted  7 – 4 to endorse the PAST ACT in May 2013.  President Tracy Boyd made an eloquent public statement saying the problem was the soring and that they had lost the public, and when you lose the public, you have lost it all.

Then a nutso sequence of events transpired.

Tracy Boyd was fired from his day job.  TWHBEA Executive Director Ron Thomas took early retirement. Boyd was hired to replace Thomas.  Former TWHBEA President Marty Irby had an epiphany and switched from sore to sound and then fled Middle Tennessee in fear of his personal safety.   A Georgian,  Loyd Black, a sore Big Lick guy masquerading in Sound clothing became interim TWHBEA President.  Black let David L. Howard confiscate the TWHBEA building at the Celebration. Loyd Black was the epitome of a non-leader who often could not be reached by Boyd for input or instruction.

David L. Howard tasked getting TWHBEA on board to his son Jeffrey.   On Monday September 23, 2013,  Jeffrey Howard and WHTA Boyz President Mickey McCormick invited Tracy Boyd to lunch in Shelbyville.   Howard and McCormick had a copy of the Bill with them and they made the pitch to Boyd to bring TWHBEA on board in support of the Blackburn alternative.

Then their cell phones started to ring, and people from all across America were calling because 3,000 post card ballots had arrived in the mail.  These postcard ballots in the hands of the TWHBEA members which would them to have a direct say in the HR 1518/S 1406 matter.   They were asked to simply vote “YES” or “NO” if they favored passage of the PAST ACT.

David L. Howard’s sore Big Lick world went into total melt down.  It is built totally on control, and suddenly they had lost all control of the most important question facing the Tennessee Walking Horse breed in its 78 year history.

A simple “YES” or “NO” vote on removing the pads and chains and ending the sore Big Lick forever.  To be decided by the 6,950 eligible to vote members of the Tennessee Walking Horse breed registry.

There was unrest in the land.

Threats were made to keep the votes from being counted.

“Witch hunt” meetings were held to persecute TWHBEA VP Pat Stout.

On October 16, 2013,  the TWHBEA members voted “YES” in a landslide  63%  for passage of the PAST ACT to lift the soring stigma from the Tennessee Walking Horse Breed.  There was an outstanding 26% turnout of the 6,950 eligible to vote TWHBEA members.

Meanwhile  during the time that all of the sore Big Lick attention was focused on “The Poll”,  unbeknownst to the sore Lickers,  the tag team of Marty Irby and Donna Benefield

were lobbying door to door in the Halls of Congress making one sale after another.  The House co-sponsors of the PAST ACT were about 150.    When Irby-Benefield finished up the House co-sponsor number was over 218.

Then the November 13, 2013,  Congressional Hearing on the PAST ACT was held in which the case was made for passage opposed by paid veterinary witness John Bennett, DVM and Tennessee Agriculture Commission Julius Johnson who is out of touch with the subject in the present day.

At Christmas,  a detailed breakdown of “The Poll” of TWHBEA members, state by state and region was done,   and the following Map was prepared which shows that the entire country and the world is in favor of the PAST Act.

Now  57%  of the United States Congress is co-sponsoring passage of the Prevent All Soring Tactics Act – 262 House Members and 44 U. S. Senators including Republicans John Thune (R-SD) and Marco Rubio (R-FL).   Senator Mitch McConnell (R-KY) is trailing in Kentucky, and Senator Lamar Alexander (R-TN) is too smart to get out in front on an oncoming train on this one.

David L. Howard’s sore Big Lick crowd is gasping for air, and the sore Big Lick crowd at 2950 North Ellington Parkway is in total denial of the reality of the situation.

An online Poll was done in Shelbyville, Tennessee last week that mirrors the results of “The Poll” of the TWHBEA members.  62% “YES” and 38% “NO”.

So finally,  in February 2014,   the sore Big Lick crowd in desperation has now thrown up against the wall Representative Marsha Blackurn (R-TN) alternative Bill.

Sound Horse Advocate and Congressional invited witness  Donna Benefield quickly  pounced on Representative  Marsha Blackburn’s    draft of alternate legislation amending the Horse Protection Act which would derail the  Prevent All Soring Tactics Act.   Blackburn circulated it  on Capitol Hill last week.

“This Blackburn alternate amendment will not work for numerous reasons.

For example, putting the TN Commissioner of Ag in charge is ridiculous. Johnson spoke at the Congressional Hearing and stated he didn’t know why he was there. In addition, he tried to quote figures to indicate what the economic impact to the State of TN would be, when he really didn’t have those numbers. What he quoted were all breed economic numbers. No figures directly related to the TWH industry, or how the P.A.S.T. Act would impact the TWH breed’s economy. And don’t forget who got him to the table”¦”¦. the side of the TWH industry that IS THE PROBLEM! With this group, they seem to focus only on how this might impact the middle TN area, with no consideration of the outside world.

So, no surprise that they would want the TN Ag Commissioner appointing the people in charge of an independent inspection program. Their idea of independent and mine are slightly different.

As an example, they have put the former CEO of the Celebration, and past head of their HIO SHOW as the head of their new “Independent Inspection Services”, Doyle Meadows.

Who exactly is going to endorse this amendment?

The P.A.S.T. Act already has 57% of the entire Congress supporting it.

What organizations are going to endorse Marsha’s amendment?

  • The Calvary Group?
  • The Dog Fighters of America?
  • The International Cock Fighters Association?

This breed has lost ALL credibility, and IMO will be hard pressed to find any credible organization to support them, and even if they do, they too will lose their credibility.
