SHELBYVILLE, TN – Knoxville Channel 6 (WATE-ABC) Television Reporter Jill McNeal did an in depth feature on Tennessee Walking Horses travelling to Middle Tennessee to get the interviews. She interviewed sore Big Lick spokespersons Celebration CEO Mike Inman and serial HPA Citation violation history Winky Groover.
She also interviewed a humane spokesperson who is supporting the Bill along with 63% of the TWHBEA members, along with national groups including the American Horse Council and American Veterinary Medical Association along with celebrities such as Alyssa Murano, Priscilla Presley and Sawyer Brown.
Tennesseans Sound Horse Advocate Donna Benefield and former TWHBEA President Marty Irby testified before Congress on behalf of passage of the PAST ACT on November 13, 2013, and are speaking out for the need for the PAST ACT.
The PAST Act has bipartison support in the House of Representatives with 264 Congressmen co-sponsoring including 76% of the female members.
In the U. S Senate, 44 U. S. Senators are co-sponsoring including John Thune (R-SD), Diane Feinstein (D-CA) and Marco Rubio (R-FL).
75% of the Female members of the United States Congress are sponsoring the PAST ACT.
Recently a Shelbyville NOW Poll had 62% supporting passage of the PAST Act. Another Poll has 86% favoring supporting the Walking Horse business if the PAST Act passes.
The Prevent All Soring Tactics Act would remove the pads and chains, eliminate the corrupt HIO system and make horse soring a federal felony.
The PAST Act is opposed by the Tennessee Walking Horse National Celebration where the soring battles are fought every year. The Celebration’s subsidiary S.H.O.W. HIO is presently being sued by the USDA to decertify it because of it is violation of the Horse Protection Act.
The PAST ACT is also opposed by the Walking Horse Trainers Association whose leadership is rife with HPA violators, and whose members do the acts of horse soring.
Reporter McNeal referenced the pending prosecution Larry Joe Wheelon case, and the Jackie McConnell ABC Nightline Interview as exposes’ which show the animal cruelty necessary to achieve the sore Big Lick which HR 1518/S. 1406 Prevent All Soring Tactics Act will eliminate.
Speaking for the Big Lick were Celebration CEO Mike Inman and veteran Big Lick horse trainer Winky Groover with multi HPA violations. Under Inman’s management, the Celebration’s S.H.O.W. HIO is being decertified by the U.S.D.A. for 139 violations of the Horse Protection Act which have defiantly not been uploaded to the USDA HPA database.
Sore Big Lick Trainer Winky Groover has a lengthy rap sheet of HPA citation violations on his record. He is the Walking Horse Trainers Association spokesperson for the interview. Indicted Larry Joe Wheelon is the former Ethics Chairman of the WHTA.

- At least 117 known citations for violations of the Horse Protection Act have been issued to members of the 2014 Walking Horse Trainers Association board of directors, by either the USDA or Horse Industry Organization inspectors.

- Of these citations, only 40 resulted in the violator being suspended from the show circuit. 25 of these suspensions were for a mere two weeks, and there were only five one-year suspensions and five eight-month suspensions.
- In 2013, USDA tested 314 samples for illegal foreign substances from 17 horse shows.
- 195 of the samples, or 62 percent, were found positive for illegal foreign substances including soring, masking, and numbing agents.
- Of the samples testing positive for illegal substances, 92 percent were found positive for soring agents, 54 percent were found positive for masking agents, and 16 percent were found positive for numbing agents.
