WASHINGTON, DC – Why are APHIS Administrator Kevin Shea and his Deputy Chester Gipson, DVM preventing the public from seeing the 139 HPA VIOLATIONS referenced in the USDA’s January 7, 2014 Complaint to decertify Chairman David L. Howard’s Celebration’s S.H.O.W. HIO?
What is so volatile or revealing in those documents that APHIS Administrator Kevin Shea and apparently his horse intrigue bedmate Celebration Chairman David L. Howard do not want the public to see?
Informed sources say S.H.O.W. HIO has refused to upload the 139 Horse Protection Act violations. Compliant HIOs such as WHOA, IWHA and FOSH all upload HPA violation citations it issues to the USDA HPA database.
The purpose of having the USDA HPA database is so the public can see to whom the HPA citation violations were issued, and the details regarding same.
Informed sources say that S.H.O.W. HIO, rather than upload the 139 HPA violations, has delivered copies of them to the USDA in hard copy format.
Why aren’t APHIS Administrator Kevin Shea and Deputy Administrator Chester Gipson, DVM, using their staff to upload the 139 HPA violations or hiring contract labor to do so, so the public can view and scrutinize them?
Who does it benefit for them not to do this?
Does sore Big Lick Horse politics and intrigue make for strange bedfellows?

The 139 documents have been requested under the Freedom of Information Act (FOIA). USDA official Kevin Shea is refusing to release them.
Do Kevin Shea and David L. Howard not want the elected representatives of THE PEOPLE – the members of the U.S. House of Representatives and U.S. Senators to see the 139 HPA violations while HR 1518/S. 1406, PAST ACT, Prevent All Soring Tactics Act is before both chambers.
Do some of them relate to some big time players in the Tennessee Walking Horse world. Do some of them hook up with PSHA members or their Trainers?
If you connect the dots on these folks and their past patterns of institutionalized horse soring, could the lid be blown off of the web of misinformation that the $17,000.00 a month team of lobbyist Jeff Speaks and Phil Osborne are trying to weave?

“SHOW Accepts Minimum Penalty Protocol”
“Shelbyville, TN – The SHOW Horse Industry Organization (HIO) today announced they would adopt the minimum penalty protocol proposed in a rule last year by the USDA. These penalties will be effective immediately and will be in force at this year’s Celebration starting Wednesday, August 21, 2013 and at all subsequent SHOW affiliated horse shows.
“SHOW agrees with penalties and since its inception in 2009 has had the harshest penalties in the industry. We did however disagree with the rule because we believed it would have a negative impact on the reform movement now taking hold in the industry,” said a SHOW HIO spokesperson.
SHOW filed the lawsuit on June 26, 2012, along with two other parties. After a year of court hearings and meetings, the judge ruled in favor of the USDA and the validity of its requirements of HIOs to adopt the minimum penalty protocol as part of their certification with the department. SHOW had a very short amount of time to make a decision before The Celebration but has decided to begin implementing the minimum penalty protocol at the event.”
The PSHA issued a Statement on August 20, 2013.
PSHA STATEMENT ON MINIMUM PENALTY PROTOCOL
The Performance Show Horse Association (PSHA) was created to consolidate industry enforcement of the Horse Protection Act (HPA) in a fair and consistent manner with the ultimate goal to protect the wellbeing of performance horses, while maintaining the integrity of the sport.
The decision by SHOW HIO to accept the USDA minimum penalty protocol comes after the court’s decision in Texas in favor of the USDA in the lawsuit SHOW filed challenging their constitutionality. Given the court’s decision and the USDA rule being implemented PSHA supports adherence with the law.”
It is now 173 days later.
Are/were USDA officials, APHIS Administrator Kevin Shea and Deputy Administrator Chester Gipson, DVM colluding with S.H.O.W. HIO and PSHA operatives to allow an Independent Inspection Services, LLC HIO headed by former CEO Doyle Meadows to be approved and take the place of S.H.O.W. HIO.
That apparent plot was exposed to the public and possibly derailed.
Are these people above the law?
David L. Howard is Chairman of The Celebration, and S.H.O.W. HIO is a Celebration subsidiary. John T. Bobo is a Celebration Board member, and he accompanied David L. Howard to Washington, DC when on behalf of The Celebration/S.H.O.W. HIO agreed to accept the mandated Minimum Penalties on August 19, 2013.
To APHIS Administrator Kevin Shea and Deputy Administrator Chester Gipson, DVM – this question is not going to go away until the 139 HPA violations are put on the USDA HPA database where the public can view them.
