WASHINGTON, DC – Representative Marsha Blackburn (R-TN) is expected to introduce on Thursday an alternative Bill to the PAST ACT. Blackburn’s bill is expected to be co-sponsored by the Republican members of the Tennessee Congressional delegation. It is not yet sure if Jim Cooper (D-TN) will join or not. Or if either of the Tennessee Senators Lamar Alexander or Bob Corker will introduce a companion Bill to Blackburn’s amendment in the Senate.
Blackburn’s Bill is an attempt to slow the momentum behind the PAST ACT to remove the pads and chains which is now sponsored by 46 U. S. Senators and 264 U. S. Representatives.

There are strong cross currents in Shelbyville due to an online Shelbyville NOW publishing facts and news rarely seen in that community. Publication owner Dave Thomas has taken severe Big Lick criticism for his frankness in making information available to the public.
Shelbyville NOW Poll ran a Poll YES or NO on passage of the PAST Act and the results were 62% YES and 38% NO. These results then tracked Poll of TWHBEA members in which 63% voted YES and 37% voted NO.
Then two weeks ago Shelbyville NOW asked this Poll question:
If the PAST Act becomes law, will you support the Tennessee Walking Horse Industry?

The Poll no longer appears on the website, but it has run for approximately two weeks. It is interesting that the Poll has now been removed from the website. It begs the questions that with Blackburn’s Bill announcement expected Thursday, has SN owner Dave Thomas caved to pressure and pulled down the Poll? And delayed announcing its results?

The sore Big Lick is trying to rally support by having a Colt Preview and Horse Sale AT Calsonic Arena ON the Celebration grounds this Friday and Saturday.
The Marsha Blackburn alternate Bill proposes ONE HIO administer the Horse Protection Act.
The PAST ACT proposes that the USDA administer the Horse Protection Act and provide veterinarians to do the inspections.
If the USDA is serious about enforcing the Horse Protection Act and taking the lead role, APHIS Administrators Kevin Shea and Chester Gipson will have USDA VMOs in Shelbyville Friday and Saturday to protect the Horses. This is not a normal year, and the last thing David L. Howard wants to see is the USDA in business this weekend protecting Horses on the Celebration grounds this when David L. Howard is trying mightily to blow back up the sore Big Lick balloon.
Unless, of couse, Celebration Chairman David L. Howard has made arrangements with APHIS Administrators Kevin Shea and Chester Gipson, DVM not to have USDA VMOs inspecting the events.
