POLL OF TWHBEA MEMBERS APPROVING PAST ACT BY 63% LANDSLIDE VOTE DISCREDITS STEVE SMITH’S ENDORSEMENT OF REPRESENTATIVE MARSHA BLACKBURN’S (R-TN) ‘HAIL MARY’ PASS ALTERNATIVE BILL ON BEHALF OF THE SORE BIG LICK

LEWISBURG, TN –  Acting against the will of 63% of TWHBEA members expressed in a nation-wide and international Poll,  HPA offender TWHBEA President Steve Smith announced today,  with the unanimous support of an Executive Committee filled with HPA offenders,  his group’s support of Representative Marsha Blackburn’s HR 4098 alternative to the PAST ACT.

Here is how the TWHBEA members voted 63% landslide “YES” for passage of the PAST ACT.  PASTActMapCopyright

The Map shows that the sore Big Lick supporters are concentrated in  four states  with the most being in Tennessee.  It also shows that the Tennessee Walking Horse breed has  no future growth potential  as along as the  sore  Big Lick crowd attempts to promote a product that the Tennessee public and the American public have rejected.

The real story behind Blackburn’s introducing the alternative bill is that Steve Smith is a Tennessee Republican political heavy weight fund-raiser.  Representative Marsha Blackburn (R-TN) is super ambitious, and sees herself one day as a U.S. Senatorial candidate. She is doing Smith’s bidding in hopes that she will be rewarded.   Blackburn received a $70,000.00 campaign contribution from the sore Big Lick at the 2013 Celebration.    The sore Big Lick crowd hopes to use Blackburn’s alternative bill as leverage to extract a compromise on the PAST ACT.

The Poll of TWHBEA members was done when a courageous TWHBEA officer Pat Stout wanted to know how the Association’s members felt on the PAST ACT. She felt the TWHBEA leaders needed to know.   Postcard ballots were sent to all eligible TWHBEA members in America and throughout the world.  With a strong 26% turnout of the voters, the same as that for directors elections,  the members voted to  remove the pads and chains,  eliminate the corrupt HIO system and make horse soring a federal felony. The vote was tabulated and confirmed by Cook and Co. CPA of Arab, Alabama.  An amazing 100% of the TWHBEA international members voted for the passage of the PAST ACT.

The sore Big Lick has unsuccessfully tried to discredit the Poll results, but they have resonated as true and correct throughout the Halls of Congress despite all of the sore Big Lick efforts.  If not for the Poll,  the Blackburn bill would have been introduced much sooner.  Seasoned observers believe it is now too late to be of any effect.

Interestingly,  former TWHBEA Presidents W. W. “Bill” Harlin and Marty Irby are working for passage of the PAST ACT.

The legendary Harlin said,  “Tennessee is getting a reputation as a horse abuse state.

“Self-regulation will never work, It hasn’t for over 40 years. There needs to be a super enforcement agency, independent and out of the hands of breeders, exhibitors and trainers, where money can change hands.”    Harlin supports  PAST ACT, a bill to amend the Horse Protection Act, “to save our breed”.

Two term TWHBEA President Marty Irby,  who testified before Congress on November 13, 2013,  is now Agriculture Aide to Congressman Ed Whitfield (R-KY) who is sponsoring the PAST ACT.  Irby is coordinating efforts regarding passage of the PAST ACT, and he accompanied Priscilla Presley in her visits to the offices of Senators and Congressmen this week.   Two Republican United States Senators joined the Bill as a result and another Republican Congressman agreed to co-sponsor the PAST ACT today.

Back to TWHBA – the reality is that TWHBEA is near financial collapse today as a result of the soring stigma that Steve Smith and his sore Big Lick Executive Committee represents.   Former President Tracy Boyd who is current TWHBEA Executive Director said last May,  “when you have lost the public, you have lost it all.  And we have clearly lost the public”.

The American Horse Council,  the American Veterinary Medical Association and the AAEP support the PAST ACT, and at this point consider TWHBEA under Steve Smith a rogue operation out of step with its own members as shown by the Opinion Poll results.

Smith’s sore Big Lick group took over in December 2013.    So far, it’s been a dictatorial regime that has tried to stifle dissent and provide no transparency with the TWHBEA membership in its actions.  It is in lockstep with the sore Big Lick crowd in Shelbyville led by David L. Howard whose Celebration’s S.H.O.W. HIO is being decertified by the USDA.

CAMPAIGN LEGISLATIVE AGENDA

H.R. 4098: The Horse Protection Amendments Act
TWHBEA Endorses Blackburn Legislation
Lewisburg, TN – The Tennessee Walking Horse Breeders’ & Exhibitors’ Association (TWHBEA) fully supports new legislation introduced by Congressman Marsha Blackburn (R, TN) to institute objective, science-based inspections and reform the Tennessee Walking Horse industry. “We are very honored and appreciative of Congressman Blackburn’s efforts to support our community and strengthen the integrity of our sport,” said President Steve Smith.
TWHBEA, headquartered in Lewisburg, Tennessee, is the oldest and most prestigious organization devoted to the promotion of the breed. Founded in 1935, the breed registry was established to record the pedigrees of the Tennessee Walking Horse. Its goal is to maintain the purity of the breed, to promote greater awareness of the Tennessee Walking Horse and its qualities, to encourage expansion of the breed, and to help assure its general welfare.
“This legislation was endorsed unanimously by our Executive Committee, and we strongly believe in its creation of a single, independent Horse Industry Organization (HIO) and its establishment of an objective, science-based inspection protocol,” continued Smith.

“While we are proud that more than 95% of horses inspected today are compliant with federal law, we cannot rest until every horse, in every class, in every show is found to be sound and healthy” concluded Smith.
TWHBEA is hopeful that this legislation will be received positively in the House of Representatives and gains widespread acceptance and passage. In the meantime, TWHBEA will help to incorporate the basic tenants of the legislation in the current self-regulatory environment.”
The world is on to Steve Smith’s and David L. Howard’s sore Big Lick agenda.
