APHIS ADMINISTRATOR FILES COMPLAINT TO DECERTIFY HEART OF AMERICA WALKING HORSE ASSOCIATION FOR FAILURE TO ASSESS AND ENFORCE MINIMUM PENALTIES ON PERSONS VIOLATING THE HORSE PROTECTION ACT

WASHINGTON, DC – Aphis Administrator Kevin Shea on March 11, 2014 filed Complaint on behalf of the USDA to decertify the Missouri based HOA (Heart of America Walking Horse Association).

Heart of America is certified by the USDA as an HIO (Horse Industry Organization).   It refused for over two years to accept and enforce the mandated “minimum penalties”.  According to a reliable source,  HOA attempted to verbally accept the “minimum penalties” in a 11th hour effort to avoid USDA decertification,   but it was not put in writing nor included in the HIO’s rulebook.  HOA is closely associated with Mindy Patterson  President and Co-Founder of  The Cavalry Group which is also headquartered in Missouri.
