PANAMA CITY, FL – When things do not go well for the addicted sore Big Lickers, things go eerily quiet.

Meanwhile all across America, the people are giving “Slow Applause” to the United States Department of Agriculture for using Science Based Objective Inspection to “Protect The Horses” while politicians like U. S. Senator Lamar #OUTOFTOUCHALEXANDER just don’t get it. That’s why they call him “OUTOFTOUCHALEXANDER”. #PASTTHEPASTACT
The Panama City Show was another sore Big Lick disaster.
The David L. Howard/Jeffrey Howard BUSINESS MODEL of “FIXIN'” things by running interference for the Trainer BOYZ to keep the USDA from doing its job so the BOYZ can keep the Addict Customers happy so they will smile for the camera then buy The Walking Report Ads is NOT hitting on all cylinders these days.
These 25 – 50 page The Walking Horse Reports are killing the Howard method of operating and the bottom line.
Look for another “THIN” Report resulting from the Panama City debacle.
The Final Night of the Panama City Trainers Show had 26 Big Lick Horses. By comparison the Final Night of the Trainers Show in Shelbyville had 31 Big Lick Horses showing.
Last week, there was as much drama going on away from the show ring when noted attorney Phillip Kunkel of St. Cloud Minnesota, attacked the USDA for protecting “The Horses” on behalf of David L. Howard’s sore Big Lick crowd including PSHA and the Celebration.
Attorney Kunkel wrote letters to USDA Secretary of Agriculture Tom Vilsack, then to the USDA Office of General Counsel and USDA Office of Inspector General with attached Affidavit from Mitchell Butler, Head of DQPs for the Celebration’s S.H.O.W HIO. The Celebration’s S.H.O.W. HIO sued the USDA in U. S. District Court in Texas over the adoption and enforcement of the mandatory Minimum Penalties, and lost on a Summary Judgment in July 2013.
It was obvious to veteran observers that at the 2013 Celebration, the S.H.O. W. HIO DQPs were passing Horses through inspection in order to manufacture a bogus 98% compliance rate. Then the Celebration and S.H.O.W. HIO bragged publicly about the wonderful working partnership it had with the USDA.
The people interested in protecting “The Horses” were enraged with the sore Big Lick “Partnership”claim and demanded that the USDA enforce the Horse Protection Act to eliminate soring – not just regulate it.
And the USDA, to its credit, has done exactly that starting in 2014.
The USDA filed Complaint to decertify the Celebration’s S.H.O.W. HIO on January 7, 2014. The USDA has been enforcing the Horse Protection Act to eliminate soring in 2014, and the sore Big Lickers have been crying “Bloody Murder” over it.
Shelbyville is a long way from Minnesota and one might ask what the Minnesota “sore Big Lick” connection is that would lead to the hiring of Phillip Kunkel.
Could the connection be this Minnesota native, PSHA Board Member David “Duke” Thorson whose daughter Allison has a passion for showing Tennessee Walking Horses?

Thorson reportedly hired and paid the salary for Lexington, Kentucky native Kathleen Spears who served as Executive Director of PSHA. It was never clear exactly what Spears did for PSHA.
So far, Allison Thorson does not have a HPA citation history. Until recently, Ms. Thorson showed only Flat Shod horses. Lately, and specifically at Panama City, she has been showing Big Lick Horses. One can only wonder what her Father is thinking about by exposing his daughter to a possible offense under the federal statute, the Horse Protection Act to go on her record.
It is well known that the WHTA BOYZ lobbyist Jeff Speaks worked for Ex PSHA Chairman Terry Dotson, and he was hired by Dotson to represent PSHA and the BOYZ:
Nephew Engene’s friend from Theta, Randolph, who went to Vanderbilt University Law School has weighed in, and now it will be interesting to see what else unfolds. The law of physics says to every action, there is an equal and opposite reaction.

The Trainer BOYZ had a Members Meeting on April 18, and talked about forming a UNION.
Radar doesn’t think all of that is going to sit well with David L. Howard’s crowd. But lately, between Mr. Howard reportedly going to the Super Bowl, spending time at Canyon Ranch Spa Resort in Arizona during the Trainers Show, and hopping off to the Masters Golf Tournament in Augusta, some are beginning to think the Trainer BOYZ have been left to fin for themselves.
