Is the USDA reverting back to the days when the public servants like Kevin Shea and Dr. Chester Gipson, charged with enforcing the Horse Protection Act, allowed the “HORSE SORERS” to claim a “Partnership” with the USDA???
Dr. Chester Gipson had absolutely no problem with that in 2012 and 2013 until the American People got upset and demanded that it end.
In 2014, the USDA provided accountability and transparency with the “USDA HORSE PROTECTION ACTIVITY REPORT”.
It documented that over 15% of all Horses checked by USDA Vets at the 2014 Tennessee Walking Horse National Celebration were “SORE”.
From an article published today in The Walking Horse Report, it is beginning to look that is exactly what is happening.
According to The Walking Horse Report, “The SHOW HIO compliance rate for the two shows combined was 98.5%. When adding the possible violations from the USDA in these numbers the rate of compliance was 96.6%.”

This past Monday, April 6, 2015, over 6,600 + people asked the USDA to provide transparency and accountability, and provide a “USDA HORSE PROTECTION ACTIVITY REPORT” for the two horse shows, Jackson and Decatur, by next Thursday. The Petition and 159 pages of “Comments” were delivered to U.S. Secretary of Agriculture Commissioner Tom Vilsack.
The requested “REPORT” for the first two major shows of the 2015 Show Season would mirror the one produced by the USDA on Sep. 8, 2014, nine days following the conclusion of the 2014 Tennessee Walking Horse National Celebration.

APHIS Administer Mr. Kevin Shea needs to explain how he reconciles getting in bed with the corrupt “SORE BIG LICK” when the USDA Office of Inspector General told him in 2010 to get rid of the charade of “Self Regulation” and eliminate the corrupt HIOS (Horse Inspector Programs).
If the USDA fails to provide the requested “USDA HORSE PROTECTION ACTIVITY REPORT” for the Mississippi Charity Horse Show and the National Walking Horse Trainers Show, it will confirm that the USDA tacitly supports and encourages “HORSE SORING”.
The American People expect its public servants who work at USDA to enforce the Horse Protection Act to eliminate “SORING” – not to merely regulate, and God forbid, encourage it.
