WASHINGTON, DC – Feeling the public pressure from almost 7,000 persons from around the World who signed a Change.Org Petition, the USDA APHIS on late Friday posted the requested “USDA HORSE PROTECTION ACTIVITY REPORTS” for the Mississippi Charity Horse Show (Mar. 26-28/Jackson, MS) and the 47th Annual National Trainers Show (Apr. 2-4/Decatur, AL) on its website.
The USDA APHIS “REPORTS” confirmed the fears of Sound Horse Advocates that APHIS Administrators Mr. Kevin Shea and Dr. Chester Gipson have slammed on the brakes regarding strict enforcement of the Horse Protection Act.
Following the 2014 Tennessee Walking Horse National Celebration, USDA APHIS published the following “REPORT”:
At the 2014 Tennessee Walking Horse National Celebration:
Of the 1,075 horses inspected, 166 were disqualified – over 15% as being sore.
At the 2015 Mississippi/Alabama Shows” Of the 559 Horses inspected, 29 were disqualified – 6% as being sore.
At the 2014 Celebration, 210 Horses checked by the objective science of Thermography (Thermal Imaging) were sent to the USDA Vets for further inspection.
The USDA found 106 Scar Rule Violations at the 2014 Celebration.
The USDA found total of 4 Scar Rule Violations at the 2015 Mississippi and Alabama Horse Shows. The USDA did NOT use Thermography at Jackson, MS. There were Thermography stats for Decatur, Alabama.
The USDA examined 200 “Big Lick” Horses at Jackson, Mississippi with Thermography, and 55 had “SIGNIFICANT FINDINGS”, but only 2 “Scar Rule” violations. Thermography detected “SIGNIFICANT FINDINGS” on 27.8% of the Horses checked.
The USDA examined 183 “Big Lick” Horses at Decatur, Alabama, with Thermography, and 51 had “Significant Findings”, but only 2 Scar Rule violations. Thermography detected “SIGNIFICANT FINDINGS” on 27.5% of the Horses checked.
2014 – 106 Scar Rule Violations of 1,075 Horses inspected.
2015 – 4 Scar Rule Violations out of 559 Horses inspected.
It is common knowledge that due to Soring Tactics used on all “Big Lick” Tennessee Walking Horses (including multiple chains and caustic chemicals baked in with Saran Wrap) that scars develop on the skin of the horses’ legs.
In 2014, the objective science of Thermography (Thermal Imaging) was used to detect these Scars.
In 2014, if a Horse had scars on both front feet, it was disqualified from showing.
In 2015, the Horse is allowed to show if the Scars can be “flattened out”.
Flattening out a Scar makes about as much sense as “Back To The Trailer” with no penalties. Neither is humane treatment or protection for the “Sore Scarred” Horse.
The plain truth is that following a contentious January 20, 2015, DQP Training Session in Shelbyville, Tennessee, partially conducted by Dr. Jeff Baker while being harassed, Dr. Chester Gipson and Dr.Andrea “Andy” Morgan, with the approval of Administrator Mr. Kevin Shea, changed the “Scar Rule” to allow “Scars” on both front feet if they could be “Flattened Out”.
Then Dr. Chester Gipson, according to reliable sources present, was less than truthful when questioned at Harrodsburg, Kentucky, if the USDA was going to enforce the “Scar Rule” in the same manner it did in 2014.
The proof is in the pudding, and the 2015 “USDA HORSE PROTECTION ACTIVITY REPORTS” convict Dr. Gipson for NOT enforcing the “Scar Rule”.

THE “SORE BIG LICK” POWER PLAY TO KEEP THE USDA FROM ENFORCING THE HORSE PROTECTION ACT
On January 20, 2014, the “Big Licker” gang, led by Congressional Scott Desjarlais (R-TN) staffers, ambushed acting USDA National Horse Protection Coordinator Dr. Jeff Baker while he was attempting to conduct a DQP (Horse Inspector) training session at the Tennessee Walking Horse National Celebration. After harassment, Dr. Baker discontinued the training session. (Congressman Scott Desjarlais is Ex-Celebration Chairman David L. Howard’s lapdog).

The questions to Dr. Baker focused on the USDA enforcement of the “SCAR RULE”.
Following their harassment of Dr. Baker, the Lickers used what appears to be “INSIDE PULL” at the USDA to get the following “language” added to the DQP Training Slide Show Presentation:
This “SCAR RULE” addition to the USDA-APHIS Animal Care Horse Protection Program Designate Qualified Person (DQP) Training supersedes any training manuals or presentations from previous dates.
WHAT, IF ANY, INSIDE PULL DOES THE “BIG LICK” HAVE AT USDA???
Suspicions about a possible “Big Lick” insider at USDA were raised in November 2013, when it appears a “green light” was given for the Celebration’s S.H.O.W. HIO to submit a new HIO application. That was blown up when news leaked to the media.
Then on September 28, 2014, a noted “Big Lick” supporter posted a June 2009 “friendly” personal Email from Aphis Associate Deputy Administrator Dr. Andrea “Andy” Morgan on a “Big Lick” internet message board:

WHY WON’T DR. CHESTER GIPSON “COME CLEAN”
This past weekend, the third and final DQP (Horse Inspector) Training Session was held at Harrodsburg, Kentucky. The event was attended by Dr. Chester Gipson and Dr. Jeff Baker. Many attending had questions about the 2015 enforcement of the Horse Protection Act.
Dr. Gipson was asked about 2015 enforcement of the “SCAR RULE”, and his answer was essentially: “Nothing has changed”.
An attendee asked Dr. Gipson, “Why was the additional language regarding “spreading out or flattening raised tissue added to the DQP Enforcement Protocol after the DQP Training Session that took place on January 15, 2015, on the Celebration grounds in Shelbyville, Tennessee when Dr. Jeff Baker was harassed by the Big Lick faction?
Dr. Gipson’s answer was essentially: “We had to clean it up and make it clear”.
‘When asked about the 2015 “Scar Rule” interpretation at the March 14, 2015, DQP Training Session in Harrodsburg, Kentucky, Dr. Chester Gipson said, “Nothing Has Changed”.
Based on the “USDA REPORTS” for the subsequent Mississippi and Alabama Horse Shows, everything has changed.
Dr. Gipson flat out lied to the people attending the DQP training session at Harrodsburg, Kentucky.
Dr. Chester Gipson’s mumbling mendacity and deliberate obfuscation is exactly why this Change.Org Petition was started on Monday, March 16, 2015.

And exactly why almost 7,000 persons from every state in the union and over 70 foreign countries signed it.
They simply don’t trust the USDA APHIS under Dr. Gipson’s leadership to get the job done.
Thanks to Dr. Chester Gipson and Mr. Kevin Shea, things have obviously CHANGED to “The Horses” detriment.
Frankly, Dr. Chester Gipson needs to resign or retire whichever can occur first.
In 2015, the USDA stopped using the science of Thermography (Thermal Imaging) to identify the cruel “SCARRING” necessary to create and maintain the “SORE BIG LICK”, and then disqualify them.
In 2015, Dr. Gipson is allowing “SCARRED SORE“Horses to enter the Show Ring.
It’s a crying shame.
U. S. Secretary of Agriculture Tom Vilsack needs to step in and stop it right now.

Secretary of Agriculture Tom Vilsack to call Administrators Mr. Kevin Shea and Dr. Chester Gipson into his office on Monday morning, and let them do some fancy high stepping “Rug Dancing”. They need to tell Secretary Vilsack in “Plain English” why they STOPPED enforcing the Horse Protection Act to eliminate “Animal Cruelty” of the “SORE SCARRED BIG LICK” Tennessee Walking Horse.
Then Secretary Tom Vilsack needs to tell them how the “cow eats cabbage”, and to go do their jobs to “Protect The Horses”, or he will find somebody who can.
