COLUMBIA, TN – Maury County Sheriff Bucky Rowland confirmed Tuesday in an interview with www.billygoboy.com that two instances of citizens being allegedly recklessly endangered by trucks driven by “Big Lick” supporters at last Saturday’s Citizens Protest of the Animal Cruelty of the “Big Lick” Tennessee Walking Horse are “under investigation”.
Sheriff Rowland said that Reports on both incidents will be issued Friday morning, June 5, 2015. Immediately following the incident involving Ms.Teresa Bippen last week, Maury County Deputy Sheriff Lt. Andy Jackson said that the driver of a black truck would be charged with reckless endangerment.
DRIVER OF BLACK TRUCK BEING INTERROGATED BY LAW ENFORCEMENT
Two of Sheriff Rowland’s Maury County Deputies, along with two Columbia Police Department officers, witnessed one or both incidents. There were also other eye witnesses to the each of the incidents.
One of the events was captured on a You Tube video that has now been seen almost 4,000 times.

Both incidents occurred on Maury County Park Drive, approximately 15 minutes apart.
There was also another incident involving Tennessee resident Ms. Brenda Lamb.
TRUCK DRIVER RECKLESSLY ENDANGERS THE LIFE OF BRENDA LAMB
This incident occurred when the driver of this truck veered his vehicle onto the grass directly at Ms. Lamb before returning to the roadway. (NOTE: The date caption on the picture below is erroneous. The run down attempt on Brenda Lamb occurred on MAY 30, 2015)
CITIZENS RIGHT TO PROTEST FROM THE SIDES OF PUBLIC ROADWAYS
The persons protesting from the side of Maury County Park Drive were authorized to do so by the First Amendment to the United States Constitution, and by the United States Supreme Court:
“Wherever the title of streets and parks may apply, they have immemorially been held in trust for the use of the public and, time out of mind, have been used for the purposes of assembly, communicating thoughts between citizens, and discussing public questions.”

The U.S. Supreme Court has declared that public streets, sidewalks, and parks are “traditional” public forums 2 . These are places where society expects people to have the freedom to communicate with each other with the fewest possible government limitations. Generally speaking, the government can regulate the time, place, and manner of speech in a traditional public forum only to ensure that other peoples’ rights to use the streets, sidewalks, and parks, are not disrupted.”
The Citizens Protests against Animal Cruelty of “Big Lick” Tennessee Walking Horses took place on Friday, May 29 and Saturday May 30. On Friday, May 30, Maury County Deputy Sheriff Lt. Andy Jackson was the law enforcement officer overseeing the event.

There were no reported incidents on Friday.
On Saturday, May 31, Maury County Deputy Lt. Andy Jackson, and two Columbia Police Department officers were present overseeing the protest. That is when the two violent assaults were made on Ms. Teresa Bippen and Ms. Brenda Lamb.
The notice of time, manner and place of the protest was provided to Maury County Parks Director Mr. Al Ray on May 20, 2015, and to Maury County Attorney Honorable Daniel Murphy, and City Attorney Honorable Tim Tisher on May 21, 2015. (Neither Columbia nor Maury County have an ordinance requiring a permit for a demonstration protest.)

The deliberate acts of violence by two supporters of the Animal Cruelty of the “Big Lick” Tennessee Walking Horse are reprehensible. They should be rejected and condemned by both Licker and Flatter alike. The assaults which recklessly endangered two women should be prosecuted to the fullest extent allowed by law.
The eyes of Tennessee and the Nation will be squarely on the Office of the Maury County Sheriff Bucky Rowland this Friday morning.
Nephew Eugene says that, hopefully, Maury County Sheriff Bucky Rowland will put a stop to the reign of brazen lawlessness perpetrated in his county by those persons blindly clinging to a “Way Of Life”, whose time has come and gone, and now they are resorting to acts of violence and intimidation to try and preserve it.
