COLUMBIA, TN – Maury County Sheriff Bucky Rowland today refused to release to news media, including The Daily Herald (Columbia) newspaper, the “Incident Report” regarding the alleged reckless endangerment of Ms. Teresa Bippen by Mr. Jamie Lawrence of Vinemont, Alabama which occurred 19 days ago.

On May 30, 2015, Sheriff Bucky Rowland’s Deputy Andy Jackson witnessed an alleged crime take place at Maury County Park. Deputy Jackson assured other witnesses present that he saw “everything” and that he would charge the driver with reckless endangerment. Deputy Jackson told the witnesses that his “Report” would be ready in five business days. He told other witnesses that there was no need for them to provide any witness statements.

Mr.Jamie Lawrence is a “Big Lick” horse trainer with a Horse Protection Act Violation Citation record and was on his way to the Columbia Spring Jubilee Horse Show.

The following You Tube captured Mr. Jamie Lawrence of Vinemont, Alabama swerving a black dually pickup truck directly at Ms. Teresa Bippen who was peacefully protesting the Animal Cruelty of the “Big Lick” Tennessee Walking Horse from the shoulder of the road. It’s been seen by over 5,000 persons.

Maury County Sheriff Bucky Rowland is earnest, accessible and a seemingly well intended fellow. He is also a young sheriff in his first term elected by approximately 29% of the Maury County voters in 2014 to replace a 20 year incumbent.
Now an event with regional and national interest has occurred on Sheriff Rowland’s watch in his home town.
So far, he appears to be badly bungling the handling of it by denying media access to public records.

By purposefully stonewalling, Sheriff Rowland is disregarding the public’s right to know.
Sheriff Bucky Rowland is not providing the “Incident Report” to either The Daily Herald newspaper in Columbia, as well as outside media sources from which citizens could learn the basics of what happened at Maury County Park on May 30, 2015.
It is important that the apparent act of alleged lawlessness perpetrated by Mr. Jamie Lawrence at Maury County Park be made public, and documented by a police record showing that it occurred.
The bottom line is Sheriff Bucky Rowland’s decision to stonewall the public from even learning that the “Incident” occurred is creating a news story that is making Maury County and the City of Columbia, Tennessee look bad.
And it conjures up the bad old days when Southern Sheriffs trampled on the constitutional rights of people and the news media.
Why would Sheriff Rowland want to do that?
