COLUMBIA, TN – After two days of withering public outcry, the threat of a First Amendment lawsuit, the appearance of a local attorney, and the steadfast interest of The Daily Herald newspaper Editor Mr. James Bennett, Maury County Sheriff Bucky Lee Rowland, at approximately 3:30 p.m.on Friday, June 19, 2015, released the following “Incident Report” which was prepared on June 3, 2015.
For reasons known only to Sheriff Bucky Lee Rowland, he contumaciously stonewalled releasing the “Incident Report” for 14 days after saying it would be available to the public on June 5, 2015.
When releasing the “Incident Report“, Sheriff Rowland’s Chief Deputy Mr. Ray Jeter invoked the name of God:

Maury Deputy Andy Jackson asked the truck’s driver Mr. Jamie Brandon Lawrence,
who is a Celebrity Trainer in the “Big Lick” Tennessee Walking Horse World,
“Why In The World Did He Do That?”
According to Deputy Jackson, Mr. Lawrence stated:
“He Should Not Have“.
Here is Ms. Teresa Bippen‘s Witness Statement:
“When I arrived in Columbia, I met the other protesters at the restaurant, O’Charley’s, at about 3 p.m. From O’Charley’s we drove to the protest site in Maury Park at about 4:15 p.m. Signs were distributed to the protesters. The protest organizer spelled out to us what we could and could not do, and I complied with all those instructions.
As vehicles drove in, I stood on the shoulder of Maury County Park Drive in the grass and I was always careful to not be close to the pavement. I held my sign and from time to time I said, “Big Lick, Big Lie” and “Soring is animal abuse.” The vast majority of the drivers did not look at me but drove past me while staring straight ahead.”

“At about 5:30 p.m. a large expensive rig, ThorSports, pulled in and drove past me. I then noticed the next vehicle which was a black truck pulling a horse trailer. I heard another protester, XXXXXXX XXXXXXXXX, on my right who was about 10 feet away. XXXXX was speaking with the driver of the black truck but I was unable to hear what the driver said. When he finished speaking with XXXXX, I was surprised that he looked me directly in the eye. I raised my sign and said “Big Lick, Big Lie” and “Soring is Animal Abuse” I heard the motor gunned, the vehicle sped up and suddenly turned towards me all at virtually the same time. I leaped to my right in order to not be run over, and I was grateful to not be hit. I recollect hearing the gravel crunch and seeing it scatter when the vehicle reached the edge of the road.”

The Maury County Deputy Sheriff Andy Jackson did not arrest Mr. Jamie Lawrence despite witnessing what he later reported as “Aggravated Assault”.
Instead Maury County Deputy Sheriff Andy Jackson inexplicably allowed
“Big Lick” Trainer Mr. Jamie Lawrence to go on to the Columbia Spring Jubilee. At the horse show, Mr. Lawrence’s two biggest customers, Ms Kimberly Coult, and Mr. Ray Solley, both of whom have multiple Horse Protection Act Violation Citations*, showed their Horses:
Ms. Coult showed “It’s The Medalist” in Class 41, Amateur Ladies Mares & Geldings and did not receive a ribbon.
Mr. Ray Solley showed “Jose’s Pushing The Dream” in Class 42, Three Year Old Amateur Stallions, and Class 44, Amateur Riders 50 And Over.

praised city and county law enforcement officers on the scene for reacting quickly to the “Big Lick” trainer’s unprovoked road rage assault against protestor Ms Teresa Bippen, however, Mr. Seay said, “The Sheriff’s Deputy should have arrested Mr. Jamie Lawrence on the spot and taken him to jail”. He said, “Putting an innocent lady in fear for her life should not be treated like a speeding ticket, and that is exactly what happened. It is simply unacceptable and reflects poorly on Maury County which is a wonderful community.” He said, “Instead of going to jail and being booked, “Big Lick” Trainer Mr. Jamie Lawrence simply went on to the horse show, where three of the Tennessee Walking Horses on the trailer which almost hit Ms Bippen were shown by two of Mr. Lawrence’s customers who have received Horse Protection Act violation citations in the past”.
AAWHA official Ms. Jeannie McGuire, said:
“We are gratified that the Columbia and Maury County community boycotted the Columbia Spring Jubilee evidenced by the empty stands. The 2015 Columbia Spring Jubilee was nothing than an outdoor folding chair cocktail party for 300 exhibitors and their families who are still addicted to “Big Lick” Animal Cruelty.” Ms McGuire also rebuked the USDA for not sending any USDA vets to inspect horses for the three day horse show. “When the USDA does not do its job, then it emboldens people like “Big Lick” Horse Trainer Mr. Jamie Lawrence to think they are above the law and that they can do outrageous things like drive a truck at Ms. Teresa Bippen who was peacefully protesting against their barbaric Animal Cruelty”.

Ms. McGuire (from Culpeper, Virgina) said “Columbia is a wonderful town in the heart of America. I hope Columbia will soon no longer host the Animal Cruelty of the “Big Lick” Tennessee Walking Horses.” She said almost 14,000 persons from all over America and around the world signed Petitions objecting to the two “Big Lick” shows held so far in Columbia this year. She said that over 8,000 signatures and 3,000 comments for Change.Org Petition urging boycott of the Columbia Spring Jubilee were delivered to the Mayor of Columbia and the Mayor of Maury County by a group of Columbia and Maury County residents. “It’s time for the “Big Lick” to be run out of Columbia because it is staining the good image of a wonderful place that is known for beautiful antebellum homes and its annual Mule Day event.”
She said another “Big Lick” Tennessee Walking Horse Show called P. C. Splash (Panama City) is coming to Maury County Park on October 2-3, 2015. “We will be there lining the roads and protesting the “Big Lick” Animal Cruelty at that show, too. We invite everyone to come join us when we do.”
ALL AMERICAN WALKING HORSE ALLIANCE URGES CELEBRATION BOYCOTT
Ms. Jeannie McGuire said, “The All American Walking Horse Alliance will urge all the Citizens of America, and especially Tennessee and surrounding states, to come join us in PROTESTING and BOYCOTTING the”Big Lick” Tennessee Walking Horse ANIMAL CRUELTY at the 2015 Tennessee Walking Horse National Celebration set for August 26 – September 5, 2015.
It is expected that the Aggravated Assault case against “Big Lick” Walking Horse Trainer Mr. Jamie Brandon Lawrence will be taken before Maury County Grand Jury when it convenes in early July. (Mr. Lawrence is afforded the presumption of innocence).
