WASHINGTON, DC – When Celebration former Board Chairman Mr. David L. Howard signed on to The Walking Horse Report Message Board on Saturday morning, September 5, and posted the following, he most likely sealed the fate of the cruel Big Lick Tennessee Walking Horse’s march to oblivion.

CITIZENS COMMEND USDA APHIS ENFORCEMENT OF HORSE PROTECTION ACT AT THE 2015 TENNESSEE WALKING HORSE NATIONAL CELEBRATION
An Animal Welfare Advocate said, “The USDA’s competent and vigorous enforcement of the Horse Protection Act for all 10 days of the Celebration sent a clear message that Big Lick Animal Cruelty will not be tolerated”.
“It could not have come at a better time”, she said.
Citizens Spokesperson Clant M. Seay criticized as “reprehensible”, 2014 Celebration Chairman Mr. David L. Howard for attacking Dr. Gipson’s race by saying he is “trying to destroy a rich white man’s sport”.” People in positions of leadership like Celebration Chairman Mr. Howard should not engage in racial attack against USDA officials like Dr. Gipson, because they create an atmosphere that could incite other people to commit acts of violence,” said Seay.
Mr. Howard is Founder of the Walking Horse Report, and he presently serves on the Horsemen Leadership Council of the TWHNC which wants to USDA APHIS to give it a “Independent HIO”.
Fat chance of that now.
CITIZENS have criticized the USDA through much of 2015 when it appeared that the USDA was reversing direction in enforcing the “Scar Rule” regulation of the Horse Protection Act as it was done in 2014. The controversy began in January 2015 when USDA Vet Dr. Jeff Baker was harassed and forced to leave a DQP training session at Calsonic Arena in Shelbyville. Then under obvious pressure, the USDA issued the following addition to its DQP Training protocol which appeared to reverse its 2014 enforcement of the Horse Protection act:
The issue escalated as Dr. Gipson went to DQP training sessions in Murfreesboro, Tennessee and then Harrodsburg, Kentucky. Dr. Gipson said privately that the USDA was under political pressure to not enforce the “Scar Rule”.
A Change.Org Petition was started on March 15, 2015. It now has 8,000 signatures. The Change.Org Petition demanded “transparency and accountability” from the USDA, and gave Dr. Gipson a deadline by which to provide it.
At the Mississippi Charity Horse Show at which Dr. Gipson was present a horse in the Three Year Old Riders Cup Classic was obviously sore and stumbling. You Tube and Facebook Videos of it have now reached almost 300,000 people.
Following the Mississippi Charity Horse Show, Ms Lynn Delzingaro appealed to the USDA to provide “transparency and accountabilty”, and post Horse Protection Activity Reports on the Mississippi and Trainers Shows.

Today, we are asking the U.S. Secretary of Agriculture Tom Vilsack to publish a ‘USDA HORSE PROTECTION ACTIVITY REPORT” on or before Thursday, April 16, 2015, to let us know how many “SORE” Horses the USDA found at the two Horse Shows.

Acts of violence took place at the Jackson, Mississippi Horse Show.

Citizens then kept the pressure on USDA APHIS all summer.
Spokesperson Clant M. Seay sent three certified return receipt letters – April 17, 2015, May 7, 2015, June 15, 2015 – to U. S. Agriculture Secretary Tom Vilsack pointing out the problem, and demanding vigorous enforcement of the Horse Protection Act.
On July 27, 2015, Mr. Seay had the following words personally delivered to Secretary Vilsack: “The USDA didn’t show up to inspect the Columbia Spring Jubilee, May 28,29 and 30. The USDA also ducked out of inspecting the last night (May 23) of the Celebration Spring Fun Show. The act of lawlessness by the Big Lick Walking Horse trainer perpetrator is reflective of the mood created by Dr. Gipson’s not enforcing the Horse Protection Act this year in the manner it was enforced in 2014. A Columbia, Maury County, Tennessee Grand Jury indicted the trainer for Aggravated Assault With A Deadly Weapon against Ms Teresa Bippen, President of FOSH (Friends Of Sound Horses).”
Then on July 28, 2015, a victim of Big Lick Animal Cruelty, Gen’s Ice Glimmer, TWHBEA #24704770, Blood Type #TWT050457, was rescued from going to slaughter at a Cookeville, Tennessee auction sale, and nothing has been the same since.

Adding to the USDA incentive during 2015, was a state of lawlessness with Big Lick supporters aggressively harassing USDA APHIS Vet officials trying to enforce the Horse Protection Act, and threatening Citizens protesting the Big Lick Animal Cruelty.
A USDA Vet and employee was allegedly accosted physically, and then falsely accused of instigating the violence by Big Lick supporters. A bench trial before a U. S. District Judge in Cookeville, Tennessee, in June 2015 resulted in an acquittal for a 30 year USDA employee Vet Clem Dussault. Another case involved Mr. Jeff Cagle who provides contract security for USDA officials.
Then on May 30, 2015, outside the Columbia Spring Jubilee Show grounds, the following event took place when Big Lick Trainer Mr. Jamie Lawrence, according to an eye witness, apparently snapped in a fit of rage and drove a black dually truck at Big Lick Animal Protestor Ms Teresa Bippen. A Maury County Grand Jury considered the evidence on July 7, 2013, and on July 23, 2015, returned an Indictment of Aggravated Assault With A Deadly Weapon against Mr. Jamie B. Lawrence. The accued was booked and bonded out on July 24, 2015 (Mr. Lawrence is afforded the presumption of innocence).
Regardless of the impetus for the USDA APHIS under the leadership of Dr. Chester Gipson, the USDA Vet Inspectors, protected by employees of the United States, joined by the Americans protesting (4 times) outside the Celebration show grounds, turned in 10 days of hard work and rendered the Big Lick asunder:
