RIVERDALE, MD – Dr. Chester L. Gipson, USDA APHIS Deputy Administrator for Animal Care (Horse Protection) confirmed with www.billygoboy.com last Friday that he will retire effective on Monday, January 4, 2016.
RETIRING USDA APHIS ADMINISTRATOR DR. CHESTER L. GIPSON
Appointed as USDA APHIS Deputy Administrator in 2002, Dr. Gipson has been a lightning rod as public scrutiny of the barbaric Animal Cruelty necessary to create and maintain the Big Lick Tennessee Walking Horse has exponentially increased in recent years.
CELEBRATION ATTENDANCE – 2004 – 2013
Early in Gipson’s tenure, the attendance for the first Saturday night at the Tennessee Walking Horse National Celebration was approximately 22,000.
In 2015, in the face of withering pressure from public protests by the Citizens Campaign Against Big Lick Animal Cruelty, and the story of America’s Tennessee Walking Horse Gen’s Ice Glimmer (TWHBEA #24704770, Blood Type # TWT050457), the attendance for the first Saturday night (Aug. 28) of the Celebration was a shocking 7,000+/-.
SATURDAY NIGHT – 2015 CELEBRATION – AUGUST 30, 2015
Under the guidance and leadership of Dr. Chester L. Gipson, the USDA Vets enforced the Horse Protection Act at the 2015 Tennessee Walking Horse National Celebration for 10 consecutive days , and disqualified 35% of the Big Lick horses inspected for Animal Cruelty violations.
2015 CELEBRATION HORSE PROTECTION ACTIVITY REPORT
The official USDA Report conclusively destroyed the Big Lick claim of a 95% “compliance” rate with the Horse Protection Act.

Here former Big Lick Trainer Mr. Carl Bledsoe “mock” demonstrates how Big Lick Trainers cover up the scars of Big Lick Animal Cruelty so the Big Lick horse will be “Compliant”. This educational You Tube Video has now been viewed almost 21,000 times since being made on August 13, 2015.

HISTORY MAKING ADVANCE BY DR. CHESTER L. GIPSON
Another historic advance under Dr. Chester L. Gipson came on April 6, 2015, when Ms. Joanna Blue with the 2015 Citizens Campaign Against Big Lick Animal Cruelty asked AGSEC Tom Vilsack and Dr. Gipson to publish Horse Protection Activity Reports following horse shows. That had never been done before. Ms. Blue’s request was an update to her Change.Org Petition (March 16, 2015):
STOP THE USDA “SCAR RULE” CHANGE WHICH WILL HURT TENNESSEE WALKING SHOW HORSES – PLEASE STRONGLY ENFORCE THE HORSE PROTECTION ACT AT THE MISSISSIPPI CHARITY HORSE SHOW ON MARCH 26 – 28, 2015 Joanna Blue United States
MS JOANNA BLUE REQUEST FOR HORSE PROTECTION ACTIVITY REPORTS
“Apr 6, 2015 — The Mississippi Charity Horse Show(Mar. 26-28) and the National Walking Horse Trainers Show (April 2-4) are now history.
Today, we are asking the U.S. Secretary of Agriculture Tom Vilsack to publish a ‘USDA HORSE PROTECTION ACTIVITY REPORT” on or before Thursday, April 16, 2015, to let us know how many “SORE” Horses the USDA found at the two Horse Shows.
Please join us and ask the USDA to be transparent and accountable by email to:
Please ask them to provide this Report to show that “The Horses” were protected.
Acts of violence took place at the Jackson, Mississippi Horse Show.”
On April 22, 2015, Dr. Chester L. Gipson wrote a letter to Ms Blue and advised that the USDA APHIS would begin publishing Horse Activity Reports. The Reports began with the Mississippi Charity Horse Show in Jackson, Mississippi.
2015 USDA HORSE PROTECTION ACTIVITY REPORTS
A summary of the official USDA Horse Protection Activity Reports were compiled prior to the 2015 Celebration (Aug. 27 – Sep 5) documented the Big Lick Animal Cruelty educating the media an d the public regarding the Animal Cruelty necessary to create, produce and maintain the Big Lick Tennessee Walking Show horse.
The Horse Protection Activity Reports have defeated one of the Big Lick Big Lies.
SUMMARY BIG LICK ANIMAL CRUELTY – FOSH (FRIENDS OF SOUND HORSES)
Even more damning of the Big Lick Animal Cruelty were the post-Celebration USDA Horse Protection Activity Reports:
CELEBRATION’S TUNICA FALL CLASSIC – NOV. 7, 2015
CELEBRATION’S WALKING FOR ANGELS – NOV. 14, 2015
EAST TENNESSEE TRAINERS – WHITE PINE, TN – OCT. 17, 2015
NORTH CAROLINA CHAMPIONSHIP – FLETCHER, NC – OCT. 10, 2015
The 2015 Citizens Campaign Against Big Lick Animal Cruelty worked well with the initiatives on which it and Dr. Chester L Gipson agreed.
the Citizens Campaign spoke loudly and clearly condemning the racially inflammatory words of Mr. Howard in this letter dated September 14, 2015:
DR. CHESTER L. GIPSON LETTER TO CLANT M. SEAY
Nephew Eugene wishes Dr. Chester L. Gipson a Happy Retirement.
Now all eyes turn on USDA APHIS Administrator Kevin Shea and AGSEC Tom Vilsack to see if the next USDA Deputy Administrator over Horse Protection will follow the example set by Dr. Chester L. Gipson in the year 2015 to finally strongly enforce the Horse Protection Act to eliminate Big Lick Animal Cruelty.
For the sake of Gen’s Ice Glimmer, and all those Big Lick Tennessee Walking Horses still caught in the Big Lick Animal Cruelty Gulag, USDA APHIS Administrator Mr. Kevin Shea and Secretary Vilsack will hopefully get this one right.
