WASHINGTON, DC – Until the Lord decides to call Addison Mitchell McConnell, Jr., home, the PAST ACT has no chance of being enacted into law in 2016, or the foreseeable future.
There are about $$$$$800,000$$$$$$ reasons this is so.
As long as Senator Mitch McConnell (R-KY) serves as U. S. Senate Majority Leader, the PAST ACT has no chance of becoming the law of the land.
Senator McConnell’s term runs through December 2020.
To be enacted into law, the PAST ACT must be approved by the House of Representatives and the Senate, then signed into law by the President.
If passed by the House, the PAST ACT has absolutely NO chance of passing the Senate under the present circumstances.
U.S. SENATE MAJORITY LEADER MITCH MCCONNELL (R-KY)
The Senate Majority Leader is King – he appoints ALL the Senate Committee Chairmen.
NO Committee Chairmen* are co-sponsoring the PAST ACT.
And NONE of them are going to do so.
REPUBLICAN COMMITTEE CHAIRMAN APPOINTED BY MITCH MCCONNELL
Last week the HSUS (Humane Society of the United States) tried to have its own version of the truth which usually doesn’t work very well.
In the following Press Release, the HSUS said, “Sen. Jerry Moran, R-Kansas, chairman of the Senate Agriculture Appropriations Committee” became the 50th PAST ACT co-sponsor in the Senate.
THE FACTS ON REPUBLICAN SENATOR JERRY MORAN (R-KS)
- There is no such thing as the “Senate Agriculture Appropriations” Committee:
- Accordingly, Senator Jerry Moran is NOT Chairman of the “Senate Agriculture Appropriations” Committee;
- Senator Jerry Moran IS a member, not Chairman, of the Senate Appropriations Committee;
- Senator Thad Cochran (R-MS) is Chairman of the Senate Appropriations Committee. He was appointed by Senate Majority Leader Mitch McConnell (R-KY).
- The Senate Appropriations Committee has 12 Subcommittees;
- Senator Jerry Moran is Chairman of ONE of the Subcommittees: “Agriculture, Rural Development, Food and Drug Administration and Related Agencies”.

As the above official Senate photo shows, Senate Majority Leader Senator Mitch McConnell (R-KY) IS on the Subcommittee, along with Appropriations Committee Chairman Senator Thad Cochran (R-MS). And Senator Cochran was appointed Chairman of the Appropriations Committee by Majority Leader McConnell.
Unfortunately, this is an example of how sloppy and/or misleading the HSUS can be when it’s trying to keep those cash donations flowing into its coffers.
THE “HSUS CASH DONATION COW”
HSUS (HUMANE SOCIETY OF THE UNITED STATES) CEO MR. WAYNE PACELLE
Mr. Wayne Pacelle’s HSUS has become the gang which can’t shoot straight, or apparently cannot tell the whole truth, either. Sadly, this is not the first time right before Christmas that Mr. Pacelle’s organization has apparently provided misleading information.
In fact, Mr. Pacelle did it last December 10, 2014, when he told a Christmas tale of an “Unidentified Republican” who was blocking the PAST ACT and keeping it from receiving a Senate Floor Vote. The sad fact was the PAST ACT did not get a Senate Floor Vote because Mr. Pacelle apparently pulled the plug on the PAST ACT in July 2014, and failed to deliver on his idea to get Democrat Majority Leader Harry Reid (D-NV) to invoke cloture, and allow the PAST ACT to receive a straight up Senate floor vote. The reason Mr. Pacelle apparently pulled the plug was the intense focus on HSUS Lobbyist Employee Ms. Connie Whitfield (answering directly to Mr. Pacelle) by the OCE (Office of Congressional Ethics) investigators.
In July 2014, Mr. Pacelle made a business decision, and cut the PAST ACT loose.

December 10, 2014:
By abandoning the PAST ACT in December 2014, then coming up with the “Unidentified Republican” red herring, Mr. Pacelle failed to deliver on his words he could call on Democrat Harry Reid (D-NV) who was then lame duck Senate Majority Leader (following the 2014 mid-term elections) to invoke cloture and give the PAST ACT a Floor Vote.
Here are Mr. Pacelle’s words on December 16, 2013:
“If Commerce passes it, then Reid, if we give him enough time , can do a cloture vote on it. This would be our one cloture vote ask of him this Congress. We’ve got enough ins with him that we just might get it done.”
The PAST ACT passed the Senate Commerce Committee unanimously on April 9, 2014.
HSUS CEO Mr. Wayne Pacelle had from April 2014 to Nov. 2014 – EIGHT MONTHS – to deliver on his words with Democrat Majority Leader Harry Reid (D-NV), but the OCE (Office of Congressional Ethics) depositions of HSUS Lobbyist Employee Ms. Connie Whitfield, and other members of Congressman Whitfield’s staff including Chief of Staff Mr. Cory Hicks and Press Secretary Mr. Marty Irby, were conducted, and Mr. Wayne Pacelle did not make good on his words.
BACK TO THE FUTURE – THE CURRENT STATUS OF PAST ACT IN THE SENATE – DECEMBER 28, 2015
After crashing and burning in 2014, Mr. Pacelle again chose rookie Senator Kelly Ayotte (R-NH) (first elected in 2010) to reintroduce the PAST ACT in the Senate on April 28, 2015. This is another “strange” action by Mr. Pacelle because Senator Ayotte faces a tough re-election race in 2016 with New Hampshire Democrat Governor Maggie Hassan as her opponent. Obviously, Senator Kelly Ayotte is not going to have any time to devote to the PAST ACT, and even if she did, she would not be effective because:
- Lack of Seniority;
- Cross-ways with Senate Majority Leader McConnell on eliminating the Big Lick.
Mr. Pacelle’s other choice to co-sponsor the 2015 version of the PAST ACT was lightweight Senator Mark Warner (D-VA) who was re-elected in 2014 by a razor-thin margin. Admittedly, Pacelle and the HSUS have put a lot of $$$$$$$$$ into Senator Ayotte. She is the Flatter version of the Licker’s Rep. Marsha Blackburn (R-TN), except not as kamikaze dedicated as Blackburn.

THE PAST ACT SENATE NUMBERS – DECEMBER 28, 2015
There are 50 Senators who support the PAST ACT in the Senate, but that doesn’t mean much, because 42 of them are Democrats.
There are eight Republicans publicly “For” the PAST ACT:
- Kelley Ayotte (R-NH) Facing Democrat Governor Opponent – 2016
- Susan Collins (R-ME)
- Mark Kirk (R-IL) *
- Pat Toomey (R-PA)
- David Vitter (R-LA)* Not Running For Re-Election – 2016
- Steve Daines (R-MT)
- Mike Crapo (R-ID)
- Jerry Moran (R-KS)
None* of the eight Republicans are Committee Chairmen.
It is significant to note that four influential Republican Senators who co-sponsored the PAST ACT in 2014 who are not doing so this time:

- Marco Rubio (R-FL) Running for President – absentee Senator

*Addendum (Jan. 19, 2016)* – The U. S. Senate term of Nebraska Senator Mike Johanns (R-NE) U. S. Senate term ended on January 3, 2015, therefore, he was not eligible to co-sponsor the PAST Act in 2015. As a matter of record, Senator Johanns co-sponsored the PAST Act on Feb. 26, 2014. To date, neither Senator Johanns’s successor Sen. Ben Sasse (R-NE) (Jan. 3, 2015), nor senior Nebraska Sen. Deb Fischer (R-NE), (Jan. 2013), have co-sponsored the PAST Act. The sentence below applies to Senator Sasse and Senator Fischer.
They obviously do not want to get crossed up with Majority Leader Mitch McConnell.
Consequently, without the approval of Senate Majority Leader Mitch McConnell, and the support of influential Republican Senators who are the Committee Chairmen, the PAST ACT has no chance of being enacted.
Each one of the Committee Chairmen OWES their position to Senate Majority Leader Mitch McConnell, and they are NOT going to do anything if McConnell seriously opposes it. And make no mistake about it, there are about 800,000+ reasons that Senator Mitch McConnell is seriously unalterably opposed to passage of the PAST ACT.
BIG LICK HISTORY- MAJORITY LEADER SENATOR MITCH MCCONNELL (R-KY)
In 1984, Mitch McConnell was first elected U. S. Senator from Kentucky with 49.5% of the vote, and his opponent had 49%.
In March 1988, a U. S. District Court Judge Oliver Gasch issued an injunction in a suit brought by the American Horse Protection Association to remove the pads and chains from Big Lick Tennessee Walking Horses.
A future www.billygoboy.com reporter was at the 1988 Walking Horse National Trainers Show when Judge Gasch issued his ruling. He told one of the Founders of the Walking Horse Trainers Association about the possibility of the Show being interrupted.
The Trainer said: “It’ll be a cold day in Hell when that happens”.
The future reporter does not know what the weather was in Hell the next night, but the reporter does know that there were NO lights on at the Trainer’s Show in Decatur, Alabama.
The next morning the Big Lick supporters gathered at Center Ring for a “Come To Jesus” Meeting led by Mr. Reese L. Smith, Jr of Franklin, Tennessee. Mr. Smith was the father of Mr. Steve Smith, current TWHBEA President.

The Big Lick supporters organized in 1988, and went to Washington, D.C., and started giving money to buy influence with elected officials.
They found freshman Senator Mitch McConnell (R-KY), and for 28 years – EVERY YEAR – they have given him money – amounting now to approximately $800,000.00+ and counting.
Senator Mitch McConnell is THEIR man.
Beginning on January 6, 2015, Senator McConnell (R-KY) became the most powerful man in America, next to the President of the United States. And Senator Orrin Hatch (R-UT) , co-sponsor of the Senator Lamar Alexander, antithesis Bill to the PAST ACT – is now President Protempore of the United States Senate. This makes Senator Hatch 4th in the line of succession to the President of the United States of America.
On April 1, 2014, Tennessee U. S. Senator Lamar Alexander (R-TN) introduced S. 2193 promoting self-regulation of the Tennessee Walking Horses to amend the Horse Protection Act. It was co-sponsored by Senator Mitch McConnell on April 1, 2014. It was co-sponsored by Utah Senator Orrin Hatch on May 7, 2014.
