PANAMA CITY BEACH, FL – A group of local persons supporting the Citizens Campaign Against Big Lick Animal Cruelty attended last Thursday’s PCB City Council meeting and heard Clant M. Seay say that the PCB/Bay County Tourism Board “did not have important facts” before it on Jan. 12, 2016, when the Board authorized $25,000.00 of Tourism Tax money to be given to Ms. Martha “Sister” Milligan to “market and promote” the “Big Click” Gulf Coast Charity Trainers Horse Show.
Mr. Seay said that an analysis of the Gulf Coast Charity Celebration Association, Inc. 990 tax returns (1999-2013) showed that since 2010, Ms. Milligan’s Gulf Coast Charity Trainers Horse Show only donated $12,000.00+ to local Panama City Beach charities, while she sent over $40,000.00+ to Middle Tennessee “Big Lick” organizations which champion “Big Lick” Animal Cruelty. He said that Ms. “Sister” Milligan and Ms. Dee Cantrell, wife of WHTA Trainer officer Mr. Bill Cantrell, didn’t give a complete picture when they referenced approximately $780,000 – $800,00 of charitable donations to the local community.
Seay also said that, according to TDC CEO Mr. Dan Rowe, the Tourism Board does not possess a Tourism Impact Study that Ms. Milligan referred to in a newspaper interview in which she claimed that the “Big Lick” horse show would result in thousands of visitors coming to Panama City Beach patronizing hotel room and restaurants. The 2014 Gulf Coast Charity Horse Show in PCB was a failure, only drawing 164 horses for three nights. The horse show moved 420 miles inland to Columbia, Tennessee, in 2015, and it failed there, too.
Seay also said that Ms. Martha “Sister” Milligan apparently did not disclose to the Tourism Board that on December 14, 2015, the USDA filed a Federal Complaint in Washington, D.C. against Ms Milligan and her horse trainer, Mr. J.W. “Dick” Peebles for alleged Horse Protection Act Violations (Animal Cruelty) which occurred at the 2013 Gulf Coast Trainers Show held in Panama City Beach at the Frank Brown Park. The USDA Complaint alleged that the Ms. Milligan’s “Big Lick Tennessee Walking Horse, “Jose’s Night Train”, was found to be “SORE” by USDA Vet inspectors in violation of the Horse Protection Act (Animal Cruelty).
Ms Milligan also apparently did not disclose her lengthy record of Horse Protection Act Violation Citations to the Tourism Board:
Citizens Campaign Representative Clant M. Seay addressed the City Council, “When I first came here two weeks ago, I told you there was a possibility of a ‘storm’. The next day, I learned about the ‘storm’. The “storm” is $25,000.00 of tax money given to (Ms. Martha “Sister” Milligan) to ‘market and promote’ a “Big Lick” Tennessee Walking Horse Show that has a checkered past and an unfortunate history of animal abuse associated directly with it…”
Seay said, “We don’t believe the TDC (Tourism Board) had the facts” (necessary to make a sound decision) when it made its decision to approve Horse Show Organizer Ms. Martha “Sister” Milligan request for $25,000.00 to “market and promote” the “Big Lick” horse show.
Seay said he knew the City had a contract for the Horse Show, and he urged the City Council to confer with Ms “Sister” Milligan and ask her to remove the 2015 “Big Lick” Horse Show from the city owned Frank Brown Park.
So far, over 7,000 persons have now signed Change.Org Petitions asking that the “Big Lick” horse show be cancelled, and the Tourism Board, “Please do not provide any Panama City Beach/Bay County tax funds to “market and promote” the Gulf Coast Charity Horse Show so long as “Big Lick” Tennessee Walking Horse are shown at the event.”
Shortly after February 11, 2016, it was discovered that Gulf Coast Horse Show Organizer Ms “Sister” Milligan appeared before the PCB/Bay County Tourism Board on Jan. 12, 2016, and asked for $25,000.00 tax money so she could “market and promote” the “Big Lick” horse show which showcases Animal Cruelty. The Board approved the money, but it has not yet been paid to Ms. Milligan.
GULF COAST CHARITY HORSE SHOW – 2010 to 2016
- 2011 – No donations were made to Charity.
- 2012 – After the April Show, the Horse Show was “For Sale”, then the deal fell through.
- 2013 – The Tennessee Walking Horse National Celebration partnered with Ms. “Sister” Milligan’s organization to do the Horse Show, but it was a failed venture, and the Celebration gave it back. 2013 was the year Ms. Milligan’s horse was found to be “SORE” by USDA Vet inspectors.
- 2014 – The Horse Show in Panama City Beach was a failure, Prior to the show, the Celebration announced it would not partner with Ms. Milligan on the Horse Show in 2014. When this occurred, Ms. Milligan announced that the Show would not be held. Then the WHTA (Walking Horse Trainers Association) announced it would partner with Ms. Milligan’s organization to”save” the horse show.. The actual show only had 30 “Big Lick” horses a night – an abysmal average of 2.5 “Big Lick” Horses in each class.

- 2015 – The Show was NOT held in Panama City Florida. It was held in Columbia, Tennessee where it was met with public protests and a Boycott. It left Columbia, Maury County, Tennessee, after one night.

Mr. Seay told the City Council said that the “Big Lick” Animal Cruelty is centered in the Red and Blue states on this map, and noted that Florida is a green state. He urged the City Council to not allow the Big LIck Animal Cruelty to come back to Panama City Beach, Florida, and said that based on all of the facts, that the Tourism Board should not give $25,000.00 tax money to “market and promote it”.

WHTA President Mr. Young described the built up pads/platform stack shoes worn by “Big Lick” horses as “an extension of the foot – which might be compared to a lady wearing high heels – it does accentuate the gait”. Mr. Young chortled at his remark. The ladies in the audience did not seem to share Mr. Young’s amusement.
Mr. Young also said, “Some of the pictures you have been shown today and been told about were taken in the 1960s – – 1970s or maybe the 1980s – that horse is not around any more – he doesn’t compete any more – he can’t get in the ring anymore – it’s just not that way”.
This picture of the front feet of Gen’s Ice Glimmer, TWHBEA #24704770, Blood Type # TWT050457, front feet was taken on July 28, 2015. It conclusively proves “that horse” is around. Glimmer was shown over 40 times in 5 states in nine years.

Then WHTA President provided the City Council with a picture of former World Grand Champion “Walk Time Charlie” as an example of a “Big Lick” Horse, except Mr. Young used the euphemistic “Performance Horse” descriptive.
Mr. Young did not choose to provide the City Council with this picture of WGC “Walk Time Charlie” doing the “Big Lick’ – all bitted and stacked and cramped and jammed up – just like Mr. Young’s Trainer Boyz like them.
It appears that Mr. Young caught a case of the “Big Lick, Big Lie” virus on his way to the PCB City Council Meeting. Most likely, there will be a detailed www.billygoboy.com article regarding Mr. Young’s “High Pappylorem” – the misinformation, and some less than truthful remarks, he made while trying to pull the wool over the eyes of the PCB City Council.
Interestingly, neither Mr.Young nor Mr. Inman had any comments on their Horse Protection Act Violation (Animal Cruelty) histories that Mr. Seay provided the City Council before Mr. Young and Mr. Inman made their remarks to the officials.

The focus now shifts to the TDC/CVB Tourism Board Meeting set for 9:00 a.m. on Tuesday, March 8, 2016 at the PCB City Hall where the Tourism Board members, according to TDC CEO Mr. Dan Rowe, will make a decision on whether or not it is in the best interest of Panama City Beach, Bay County, Florida to pay $25,000,00 tax money to Ms. Martha “Sister” Milligan to “market and promote” the Gulf Coast Charity Trainers Show which has:
- An established history of Big Lick Animal Cruelty;
- Only contributed $12,000.00+ to local charities in the last five years;
- Contributed over $40,000.00+ to organizations in Middle Tennessee which champion “Big Lick” Animal Cruelty;
- Will cost Panama City Beach and Bay County, Florida far more in image damage and bad publicity than $25,000.00 tax money.
