When she asked for $25,000.00, Ms. Milligan did not disclose to the Combined Board:

  • On Dec. 14, 2015, the attorney for the USDA filed a Complaint detailing Animal Cruelty allegations against Ms. Martha “Sister” Blackmon-Milligan and her horse trainer Mr. J. W. “Dick” Peebles, for a SORE horse at the 2013 Gulf Coast Trainers Show at the Frank Brown Park in Panama City Beach, Florida.

  • The Board questioned that the Gulf Coast Charity Horse Show had lost the level of activity and excitement over the last few years

  • Strangely, Ms Milligan told the Board “she hoped to reenergize the event by not holding it last year(2015)”.

  • Yet, the Gulf Coast Charity Horse Show WAS held in 2015 in Columbia, Tennessee where it was met with Citizens Protests, and a public boycott of the Big Lick Animal Cruelty Horse Show.

In short , the 2015 Gulf Coast Charity Show in Columbia, Tennessee was a disaster.

  • The Board discussed the economic impact of the event on the Panama City Beach community.
  • Ms. Milligan told the Board that the Gulf Coast Charity Horse Show was promoted year round.
  • One Board member came up with 2,200 room count from the Gulf Coast Charity Horse Show, but there was no supporting documentation of same.
  • Another Board member mentioned that the Horse Track where the Gulf Coast Charity Horse Show was taking up space that other groups needed, and they wished it was not there.
  • A Board member said the Gulf Coast Horse Show would take place the same weekend of the Seabreeze Jazz Festival which was one of the 10 best Jazz Festivals in the country.

  • The USDA disqualified almost 20% of the Big Lick Horses it inspected due to Animal Cruelty allegations.

  • Gulf Coast Charity Horse Show Manager Mr. Todd P. Fisher apparently a statement made that at the last (2014) Gulf Coast Charity Horse Show in Panama City, Florida, there were 387 horses entered.

  • A review of the 2014 Horse Show results showed 164 total horses received ribbons, and 91 of them were “Big Lick” horses.

 

  • Interestingly, on one of the Gulf Coast Charity Celebration Association 990 tax returns, it shows the PC Splash Horse Show IS one of the activities of the Gulf Coast Charity Celebration Association, Inc..  The PC Splash Show also moved to Tennessee in 2014-2015.

In another quizzical move,  PC Splash Horse Show Manger Mr. Todd Fisher hired Mr.  Larry Joe Wheelon as one of three judges for the:

This address is the Law Office of Ms. Martha “Sister” Blackmon-Milligan.

Mr. Larry Joe Wheelon was the Ethics Chairman of the Walking Horse Trainers Association.   He was the center of two years of news coverage regarding alleged animal cruelty including numerous hearings an a preview of possible trial evidence.

During the two year scutiny, Mr. Wheelon managed to be charged with yet another Animal Cruelty violation citation for a SORE horse.

Informed sources say that  Larry Joe Wheelon  was the Trainer, and his assistant and Co-Defendant in the Blount County aggravated cruelty cases,  Randall Stacy Gunter, led the horse up to be inspected.  Informed sources say  Sharon Lambdin  owned the horse, and the name of the horse cited for being sore by the inspectors is allegedly  “Shock It To Me”.    It has not yet been determined who the Exhibitor riding the Horse was going to be.  When and if that information is determined, it will be published here.

“Shock It To Me” is one of the 843 Horses found to be sore from 2007 – 2013 according to the USDA HPA Violation List.  The USDA reports that 94% of all HPA violations occurred with horses wearing “Pads/Stacks” (10-15 lb each foot) and chains.

Mr. Wheelon’s “Big Lick” barn in Maryville, Blount County, Tennessee was busted in April 2013, and Mr. Wheelon was subsequently indicted by a Blount County Grand Jury on 18 counts of Aggravated Animal Cruelty to Tennessee Walking Horses.  In May 2015,  the State’s case against Mr. Wheelong was dismissed on a defense Motion to Suppress evidence seized from a defective Search Warrant.

Nephew Eugene thinks the TDC/CVB CombinedTourism Board needs to seriously consider putting  a ‘stop payment’ on the $25,000 tax money going to Ms. Martha “Sister” Blackmon-Milligan  to “market and promote” Big Lick Animal Cruelty at the “Home Of The World’s Most Beautiful Beaches”.
