Mr. Griffitts, “Went to first meeting (1999) and haven’t been back since” reminds one of retired Budweiser Clydesdale Vet Dr. Dallas Goble, speaking of the Tennessee Walking Horse National Celebration’s discredited VAC (Veterinary Advisory Committee), \“I wouldn’t touch that with a 10 foot pole”.
Panama City Beach is now learning the “Big Lick,Big Lie” mantra.
Apparently Ms. Milligan’s operative who signed the 990 Federal tax return, and other persons who prepared the Annual Reports, have been “using” Mr. Griffitts, Sr. good name in an apparent effort to “enhance” and attempt to bring “respectability” to an event which is directly associated with Big Lick Animal Cruelty.

The “house of cards” built by Ms. Martha “Sister” Blackmon-Milligan due to her apparent addiction to showing “Big Lick” Tennessee Walking Horses is now crumbling. It is presently bringing tons of bad publicity to her home town of Panama City, Bay County, Florida.
Ms. Milligan seems to have the “blind spot” that all “Big Lick” aficionados do regarding the “suffering and pain” of horses that Dr. John Haffner, MTSU Vet alluded to in explaining why he sold his lucrative veterinary practice to wash the blood from his hands.
Ms. “Sister” Milligan seems to derive some self-worth from exhibiting “Big Lick” Tennessee Walking Horses in quest of a blue ribbon, and she obviously enjoys the contagious Big Lick “social structure”, which is similar to college football tailgating experience, where she associates with people who share her “Big Lick” interest.

So Ms. Martha “Sister” Blackmon-Milligan has brought this Animal Cruelty Horse Show Controversy back to her home town of Panama City, Florida, it has resulted in tons of bad publicity.
Through her personal cache, Ms Milligan was successful obtaining a Contract with the city of Panama City Beach in the late Fall 2015 to have the “Big Lick” Horse Show at the city’s Frank Brown Park on April 21 – 23, 2016.
And on Jan. 12, 2016, after meeting with TDC/CVB officials Mr. Dan Rowe and Ms. Jayna Leach in a prep session, Ms. Milligan appeared before the TDC/CVB Board, and after some discussion, she was successful in obtaining approval of her $25,000.00 funding request to promote and market the Gulf Coast Charity Trainers Horse Show.
Then the harbingers of truth weighed in with a Jan. 27, 2016, Change.Org Petition, followed by another one a week later focusing on the TDC/CVB Tourism Board and the $25,000.00 approved for Ms Milligan to promote the “Big Lick”. The Petitions now have over 9,000 signatures and people from all over the world paying close attention to the Animal Cruelty controversy going on in Panama City Beach, Florida, one of America’s loveliest destination vacation resorts.
So far, on Feb. 11 and Feb. 25, the PCB City Council did not take any action on either:
- Cancel the Horse Show for cause with it due to it being associated with “Big Lick” Animal Cruelty, and the harm that will cause to the community by it being held there;
- Persuade Ms. Milligan to move the Horse Show out of the city owned Park.
The word on the beach is due to the “Horse Show Controversy”, that there will not be any more “Big Lick” horse shows held at the PCB owned Frank Brown Park in Panama City Beach after this year. Ms. Milligan presently has a contract with the City, and the City is concerned that Ms. Milligan may sue them if they breach it.
The TDC/CVB Tourism Board, however, is completely different matter.
The Tourism Board did not have the full facts on Jan. 12, 2016, when it approved the $25,000.00, but it does now.
Nephew Eugene says it is the duty of the Tourism Board to not give one penny of Tourism Tax money to Ms. Martha “Sister” Blackmon- Milligan to spend on marketing and promoting the 2015 Gulf Coast Charity Trainers Show.
If the Tourism Board does so, then Panama City Beach becomes an enabler – encourager – and supporter of Animal Cruelty.
As Secretary of State Colin Powell told President George W. Bush regarding invading Iraq, “It’s like the pottery barn, if you break it, you own it”.
If the Tourism Board provides any Tourism Tax money to the Gulf Coast Charity Trainers Show, then a line has been crossed, and the City of Panama City Beach and Bay County, Florida will become the “Owners” of the “Big Lick” Animal Cruelty.
Panama City Beach/Bay County, Florida will then learn what Columbia, Maury County, Tennessee learned in May 2015 – that the Citizens will not stand by and let this happen without publicy protesting and bringing attention to the Animal Cruelty embraced and encouraged by the city of Panama City Beach and Bay County, Florida.
More ads will run this weekend in the Panama City News Herald newspaper.
The Citizens Campaign Against Big Lick Animal Cruelty will speak and fight for Gen’s Ice Glimmer, and all his brothers and sisters, as long as it takes to see that the “Big Lick” Animal Cruelty is abolished forever.’
That promise was made, and it will be kept.

Nephew Eugene hopes the TDC/CVB Tourism Board will put the welfare and interests of Panama City Beach and Bay County, Florida ahead of those of Ms. Martha “Sister” Blackmon-Milligan’s and her “Big Lick” hobby in making its decision on the $25,000.00 tourism tax money.
Something tells Nephew Eugene that if Mr. Phillip W. Griffitts, Sr., was Chairman of TDC/Chairman Tourism Board, that is exactly what would be done.
Now its his son, “Griff”, time to step up, and do what is best for his beloved community.
