SHELBYVILLE, TN –   If any of the Walking Horse Trainer BOYZ had any questions whether or not USDA APHIS Administrator Ms. Bernadette Juarez is going to enforce the Horse Protection Act,  they found out this past weekend that the Horse Protection Act IS going to be enforced on Ms. Juarez’s watch:

The USDA Vet inspectors found 81 Horse Protection Act violations, and 80 of them were on “Big Lick” Tennessee Walking Horses.  That means “Pads and Chains”.

The WHOA (Walking Horse Owners Association) was featured last June in a Sunday front page article in The Tennessean newspaper as offering a Flat Shod alternative to the “Big Lick” Animal Cruelty:

On Saturday night at the Calsonic Arena,   the Trainer BOYZ were not happy.  Trainer BOYZ Horse Show Manager Mr. Billy Morgan pitched a hissy fit when three-time World Grand Champion “I Am Jose” was turned down by a USDA Vet inspector, and the “Big Lick” minions were denied their ultimate fix.

Shortly after “I Am Jose” was turned down,   Show Manager Mr. Billy Morgan huddled up with Mr. Jeffrey Howard,  WHTA President Mr Bill Young, and Ms. Martha “Sister” Milligan (who sources now believe is the attorney for the WHTA), and with the approval of President Mr. Bill Young, the Show Manager Morgan dismissed the S.H.O.W.  HIO inspectors leaving no one present to enforce the Horse Protection Act … except Ms. Juarez’s USDA Vet inspectors who dealt with the unexpected turn of events, and rose to the occasion.

Show Manager Mr. Billy Morgan then left “The Horses” defenseless,  except for Ms. Juarez troops who stepped up and checked horses post show.  According to eye witnesses, the USDA Vets took information on a “Two Footer” bilaterally sore, reportedly associated with Bart and Larue McWaters of Dothan, Alabama;   and took information on another horse reportedly associated with Ms. Lilly Waites of Hattiesburg, MS.

Under the Horse Protection Act,  the Show Manager Mr. Billy Morgan will be personally liable for the penalties associated with any violations which occurred after the S.H.O.W. HIO inspectors were dismissed.

Walking Horse Report Publisher and Celebration Board member Mr. Jeffrey Howard, knowing the historic impact of the Trainer BOYZ abandoning any pretense of trying to protect the horses by having inspectors check the horses for soring,  posted the following WHR Message Board update first thing Sunday morning (March 20, 2016):

“Once we receive final numbers we will update with a story. With approximately 5-7 classes left last night, show management asked the DQPs to stop checking horses. SHOW asked for the request in writing of which they received and thus were relieved of their duties. As a result the USDA did not check any horses pre-show for those remaining classes. The USDA did check some, not all, of the horses post-show.

Of the horses not checked pre-show, the USDA took information on three of those horses post-show. Those three entries were also checked by the horse show veterinarian post-show and found compliant with the HPA.

There are lots of stories circulating. Just to clear up a few, the USDA did not request that show management get rid of the DQPs and the DQPs did not walk out or quit. According to show manager Billy Morgan, he did have a conversation with VMO Jeff Baker who told him the DQPs were passing horses through inspection that should have been turned down.

New APHIS Deputy Administrator Bernadette Juarez was not in attendance Saturday night, however did attend both Thursday and Friday night. After talking with several exhibitors, the USDA had sent a rookie VMO to the show who did not seem to be properly trained and much of the disagreement centered around her inspection

Mr. Howard introduced Deputy Administrator Juarez to the “Big Lick’ world by taking a back hand slap at her for only attending Thursday and Friday nights, and demonizing a “rookie VMO (USDA Vet) – who Mr. Howard identified as female.   Then an enlightened poster had this to say:

“Bob we are in agreement once again. The new female was completely lost and scared to death so much so that if the horses pulled his foot away and turned she wanted nothing to do with it. These inspections this weekend were a complete joke and made the USDA look very unprofessional.

Please note that Mr. Howard kept the name of “Big Lick” poster horse,  “I Am Jose” out of the conversation by not mentioning what happened regarding the three time World Grand Champion not being allowed to be exhibited for allegedly being in violation of the Horse Protection Act, but assuredly,  that was what sent Mr. Morgan off like a bottle rocket.  It is especially interesting that WHTA President Mr. Young,  apparently advised by counsel Ms. Milligan,  did nothing to head off Show Manager Billy Morgan from “pitching it over the wall” by dismissing the S.H.O.W. HIO inspectors to give some sense of providing protection to the horses..

Trainers’ Show Inspections Result in 95% Compliance

“The Walking Horse Trainers’ Association’s National Trainers Show was held March 17-19, 2016 at the Calsonic Arena in Shelbyville, Tenn.  The show was affiliated with the SHOW HIO and four USDA VMOs were in attendance each night.  New APHIS Deputy Administrator, Bernadette Juarez, was in attendance on Thursday and Friday night.

For the show, 369 entries were presented for pre-show inspection in front of the SHOW Designated Qualified Persons.  Of those entries, SHOW took information on 19 horses that as a result show management disqualified and did not allow to show per the Horse Protection Act.  SHOW’s inspections produced a 95% compliance rate. Those 19 horses resulted in 22 total violations, four bilateral sensitivity, seven unilateral sensitivity, four scar rules, two foreign substance, two shoeing, one low chain and two unacceptable.  

In addition to the 19 horses that SHOW took information on, the USDA disqualified an additional 24 horses.  The USDA took information on 14 of the 19 horses that SHOW also took information.  By night, the USDA took information on 12 horses Thursday night, 19 horses Friday night and seven horses Saturday night.  The USDA took information on six horses passed by SHOW Thursday night, 12 passed by SHOW Friday night and six passed by SHOW Saturday night.

So why would Mr. Howard attempt to claim a bogus 95% compliance with the Horse Protection Act.

Here is the only explanation:The Citizens Campaign Against Big Lick Animal Cruelty “treed” the Big Lick perpetrators  in their own backyard in 2015.   The largest city left in Tennessee hosting a “Big Lick” horse show,  Columbia, Tennessee,  was ground zero for public citizens protests.  The Columbia – Maury County community boycotted “Big Lick” horse shows held there in late April and again in late May.

In late July, the Citizens Protests galvanized around a “Big Lick” Tennessee Walking Horse,  Gen’s Ice Glimmer, who was saved from slaughter on July 28, 2016.  The protests then continued into the Tennessee Walking Horse National Celebration which saw a reduction of approximately 30,000+ in spectators over the 10 day event:

 

The 2016 Walking Horse Trainers BOYZ Show was a disaster.   It played before 300 people the first night, about 350 the second night, and it would be a reach to say 500 people were present on Saturday night.  The crowd was made up of Trainers, Trainers families and employees; customers and their kinfolks, and that was the crop.

The public was having no part of it.

With the public continuing to BOYCOTT the Animal Cruelty perpetrated by the “Big Lick”, the only refuge the “Big Lick” has now is to remain on the private property of the Tennessee Walking Horse National Celebration located in Shelbyville, Tennessee.

Make no mistake about it,  these empty stands are proof that the Tennessee public BOYCOTTED the Tennessee Walking Horse National Celebration. The West Grand Stands stands hold 12,000 people, and on the featured Saturday night,  there might have been 3,000 people in attendance.

Mr. Smith stopped publishing TWHBEA financial information 12 months ago.  The breed association lost almost 30% of its membership in 24 months under Mr. Smith’s leadership.

Under the Howard – Smith – “We’ll Lie Our Way Out Of This Mess” Strategy –  Mr. Smith pulls summary figures regarding TWHBEA out of the air without providing any financial statements to back them up, and then Mr. Howard writes about the summary figures as if they were ‘sourced’ to financial statements.

Which they are NOT.

And the public is going to BOYCOTT the Big Lick Animal Cruelty in one month from today when it invades one of the most beautiful places in America.PANAMASUNSET03212016

Until it is abolished, the “Big Lick” needs to quarantined on the private property of the Tennessee Walking Horse National Celebration in Shelbyville, Tennessee (whose local citizens do not want to have anything to do with the Animal Cruelty associated with it.
