PANAMA CITY BEACH, FL – A reporter from www.BillyGoBoy.com confirmed Wednesday that the Bay County Boys & Girls Club will no longer:
- work at,
- accept money from, or
- be associated in any way,
with Ms. “Sister” Blackmon-Milligan’s “Big Lick” Gulf Coast Charity Trainers Horse Show at the Frank Brown Park in Panama City Beach, Florida.
“WE’RE NOT WORKING ANY MORE AT SISTER’S “BIG LICK” HORSE SHOW”
According to Bay County Boys & Girls Club CEO Mr. Hank Hill, the members of the Boys & Girls Club worked and assisted at the April 2014 three-day Horse Show selling tickets, running concessions and doing all manner of things in putting on the event. According to Mr. Hill, that association has ended, and the Boys & Girls Club will not be present at the 2016 Gulf Coast Charity Trainers Horse Show set for April 21-23 at the PCB Frank Brown Park.
Here is where Ms.”Sister” Milligan advertised the 2014 Gulf Coast Charity Horse Show (last time it appeared in Panama City Beach), as “Walking In Support Of The Boys and Girls Club”.
In reality, the “Charitable Arrangement” that Ms. “Sister” Milligan had with the Bay County Boys & Girls Club, is the members of the Boys & Girls Club came and worked for three days, April 24 – 26, 2014, playing a major role putting on Ms. Milligan’s “Big Lick” Horse Show, and then four months later, Ms. Milligan’s Horse Show gave the Boys & Girls $5,000.00 as a Charitable donation which the Horse Show then wrote off as a tax deduction on its return. Here is excerpt from Schedule “O” of the 2014 tax return obtained by www.billygoboy.com.
Then there is the unexplained $20,064.00 Travel and Meeting Expense.
For the record, it’s a 31 mile round trip from Ms. Milligan’s law office, which is domicile of the Horse Show, to the Frank Brown Park in Panama City Beach where the Horse Show is held.
The Bay County Tourist Development Council needs to immediately audit Ms. Milligan’s Horse Show to have some idea what it has put almost $100,000.00 of TourismTax money into since 2010.
And the TDC does not need to give one penny of the $25,000.00 it pledged on January 12, 2016, to Ms. “Sister” Milligan’s organization until it does.

MS. MARTHA “SISTER” MILLIGAN – FOUNDER OF PANAMA CITY BEACH SHOW
Ms. Milligan is presently facing allegations of Horse Protection Act Violations (Animal Cruelty) set out in a USDA Complaint filed against her on December 14, 2015, in Washington, D.C. by the USDA ( United States Department of Agriculture).
There will be in-depth report coming soon regarding the ” Lick” Gulf Coast Charity Trainers Show, and its shocking support of “Big Lick” Animal Cruelty far beyond the boundaries of Panama City Beach, Florida.
Nephew Eugene says it’s time for the TDC do what’s best for Panama City Beach, Bay County, Florida, and act decisively to remove the stain of “Big Lick” Animal Cruelty from its beautiful environment.
