PANAMA CITY BEACH (FRANK BROWN PARK) – The “Big Lick” Trailer Rig count was up to 22 Tuesday afternoon at the Panama City Beach, increasing seven from the 14 on premise at the “exclusive use zone” on Monday.
If each Trailer hauls an average of 8 horses that’s 176 total horses in the stalls set up at the Park. The Show said it had 208 stall reservations.
In 2014, the PCB Big Lick Horse Show, put on by Ms. Martha “Sister” Blackmon-Milligan, essentially failed with only 164 horses showing in three days. The Show left Panama City Beach and headed 410 miles inland in 2015 where it was met with public protest.
Then Ms. Milligan decided to bring the “Big Lick” horse show back to Panama City Beach in November 2016. She got all the documents working with the Frank Brown Park. Then on December 14, 2015, the USDA filed a Complaint against Ms. Milligan in Washington, DC, charging Ms. Milligan and her horse trainer with two allegations of Horse Protection Act violations (Animal Cruelty). Ms. Milligan apparently did not discloses any of these facts to the Bay County Tourist Development Council when she went before them on January 12, 2016, and to ask for $25,000.00 Tourism Tax money to market and promote the “Big Lick” horse show. A review of the Gulf Coast Charity Celebration Association, Inc., 2014 tax return recently obtained from Ms. Milligan’s law office showed $5,000.00 was donated to the Bay County Boys & Girls Club in August, after the show which took place in April. For the donation, the Boys & Girls Club worked three days at the horse show.
An interesting item on the 2014 tax return was $20,000.00+ travel expense when it’s only a 31 mile round trip from the Milligan law office and the Frank Brown Show ring.
USDA ALLEGATIONS OF BIG LICK ANIMAL CRUELTY AGAINST MS. MILLIGAN
In this stall village, many horses will most likely soon be in pain.
They will be – “fixed” – with “go-jo”, wd-40, gentleklean, dawn detergent, all sorts of mixtures and chemicals, which will be applied to the sensitive skin above the horse’s hoof called the pastern, and then wrapped in saran wrap where it will be “cooked in” and then when it comes time for the horse to be inspected before showing benzocaine and lidocaine numbing agents will be used to mask the pain so the “Big Lick” Tennessee Walking Horse can pass inspection. The horses will then be shown in chains which no other breed in the world allows.
