PANAMA CITY BEACH CITY HALL – The USDA (United States Department of Agriculture) Vet Inspectors disqualified a shocking 40% of “Big Lick” Tennessee Walking Horses at the April 21-23, 2016, Panama City “Big Lick” Horse Show for alleged violations of the Horse Protection Act (Animal Cruelty).
This horse show was founded in 1998 by Ms. Martha “Sister’ Blackmon-Milligan. At the April 21 – 23, 2016, Panama City “Big Lick” Horse Show, Ms Milligan was associated with nine (9) “Big Lick” Tennessee Walking Horses which showed, either as owner or exhibitor.
Simply put, Ms. Milligan is a “Big Lick” Horseoholic.
Ms. Milligan is also in a deep state of denial where the “Big Lick” is concerned. She is apparently fully willing to have her hometown of Panama City Beach, Bay County, Florida be labeled as America’s Face of Animal Cruelty. And she is so self-absorbed that she doesn’t seem to care if the idyllic community faces a “Boycott” by Animal Lovers throughout America and the World as a destination tourist resort because it is the home of 40% Disqualification Rate and they are upset about the “Big Lick” Animal Cruelty.
The problem is the horrific 40% Disqualification Rate by USDA Vet Inspectors of “Big Lick” Tennessee Walking Horses. It wasn’t in Middle Tennessee – it was at Panama City Beach.
USDA HORSE PROTECTION ACTIVITY REPORT – APRIL 21-23, 2016
When Ms. Martha Milligan appeared before the Panama City Beach City Council last Thursday night to defend her beloved “Big Lick” she said, “I am so tired about hearing about Animal Cruelty” about things I participate in – which in my opinion, (is) hogwash”.
Apparently what Ms. Milligan considers as “Hogwash”, the USDA considers to be Animal Cruelty because Ms. Milligan is presently facing two counts of alleged Horse Protection Act violations (Animal Cruelty) at the 2013 Panama City “Big Lick” Horse Show, and Ms. Milligan also has a USDA APHIS history of alleged Horse Protection Act violation citations:

Standing before a podium bearing the 40% Disqualification Rate, Ms. Milligan said:
- “These pads and chains, do not, I repeat, do not, in any shape, fashion or form cause pain or suffering to these animals”.
Ms. Milligan is apparently oblivious to what the 86,000+ member AVMA (American Veterinary Medical Association) said on the subject of “Pads and Chains” on ‘Big Lick’ Tennessee Walking Horses:

While speaking of the “Big Lick”, Ms. Milligan erroneously told the PCB City Council:
- “It’s been legal since 1900. It’s been legal forever. It came on the board in 1900 – that’s when they began having horse shows.”
FACT – The Tennessee Walking Horse breed started in 1935. The Tennessee Walking Horse National Celebration started in 1939. The “Big Lick” with “knocker boots” and heavy stack shoes came on the scene about 1955. The Horse Protection Act was passed in 1970, and amended in 1976 to provide for “self regulation”. None of it has worked.
FACT: No Tennessee farmer (circa 1900) would think of putting “Pads and Chains” on Allen F-1 (1896-1910), founding sire of the Tennessee Walking Horse breed. Allan was used to plow and as family transportation. He was not some rich person’s “play pretty”who was sored so his owner could enjoy the self gratification of winning a 50 cent blue ribbon.
- Citing law credentials … Ms. Milligan said, “I enforce the law”*.
FACT: Ms. Milligan presently faces charges of violating a federal law – the Horse Protection Act. The USDA alleges two violations of the Horse Protection Act which allegedly occurred at the 2013 Panama City “Big Lick” Horse Show. The charges are set out in a Complaint filed against Ms. Milligan in federal case #16-0024 on December 14, 2015, in Washington, D.C.
- Ms. Milligan said, “This Ordinance would not pass constitutional muster ….
FACT: When U. S. District Judge Mark E. Walker issued a 78 page Order in the McMahon vs Municipality of Panama City Beach on April 12, 2016, Ms. Martha “Sister” Milligan on April 15, 2016, published what the PCB City attorney described as “Sister’s Rules”. The City attorney expressed doubts that “Sister’s Rules” would pass “constitutional muster”. Perhaps, that is where Ms. Milligan came up with the words “constitutional muster” when she “advised” the City Council and its attorney last Thursday night that an Ordinance which would allow the municipality of Panama City Beach to not be the “Face” of Animal Cruelty, would not be able to pass “constitutional muster”.
- Ms. Milligan, strangely, having been charged by the USDA with two allegations of violation of the Horse Protect Act (Animal Cruelty), she then tried to embrace the USDA in her defense of the “Big Lick” by saying, “This is regulated by the USDA -The USDA is convinced of it …Congress is convinced of it …If you impose this Ordinance, … what you are … basically saying that pads and chains are cruel to animals even though the USDA says it’s not.”
Nephew Eugene says that word on the street in Washington, D.C. is that the U. S. Secretary of Agriculture Tom Vilsack will , before the end of May 2016, issue a Federal Regulation banning the “Big Lick” pads and chains”. The proposal was submitted to the OMB on April 1, 2016, and it is backed by an overwhelming bipartisan Congressional delegation led by U. S. Representative Ted Yoho (R-FL) and Kurt Schrader (D-OR). Rep. Yoho represents the Third District over in Gainesville, Florida, not far from Panama City Beach.
Ms. Milligan failed to tell the PCB City Council that both Rep. Yoho and Rep. Schrader are Veterinarians who are presently on “Inactive” status while they are serving their county in the U. S. House of Representatives.
FACT: Then there is the 40% Disqualification Rate for the Panama City Beach “Big Lick” Horse Show for alleged violations of the Horse Protection Act (Animal Cruelty).
Ms. Milligan’s presentation was preceded by representatives of the Citizens Campaign Against “Big Lick” Animal Cruelty who appeared on behalf of over 1,600+ persons who signed a Change.Org Petition in less than 48 hours, which called upon the PCB City Council to proactively take a stand against “Big Lick” Animal Cruelty.
The Petition cited the 40% Disqualification Rate of “Big Lick” Tennessee Walking Horses by USDA Vet Inspectors for alleged Horse Protection Act violations (Animal Cruelty). There are now over 2,000+ persons who have signed this Petition:

THE PCB CHRONOLOGY – JANUARY 27, 2016 TO MAY 12, 2016
The situation was put at issue on January 27, 2016, when Americans rose up when they learned that idyllic seaside community of Panama City Beach (FL) was planning to host a “Big Lick” horse show at its city park.
A Change.Org Petition was immediately started, and three more have since followed.
Now, more than 14,000+ persons have weighed in against “Big Lick” Animal Cruelty on display at the “Home of the World’s Most Beautiful Beaches”.
As 2016 progressed, during February, March and April, the PCB City Council and TDC (Tourist Development Council) saw a steady parade of local citizens appealing to them to not support the “Big Lick”, and educating them of the Animal Cruelty necessary for the “Big Lick”.
Until last Thursday, May 12, 2016, Ms. Martha “Sister” Blackmon-Milligan has remained in the shadows. First, she called in WHTA President Mr. Billy Young, who served an eight month federal suspension agreed to while facing allegations of violation of the Horse Protection Act (Animal Cruelty) to appear before the PCB City Council in February.

“Big Lick” Tennessee Walking Horse Super Bowl (National Celebration) CEO Mr. Mike Inman accompanied Mr. Young to the Feb. 25, 2016 meeting, and then sent this letter to PCB City Manager Mr. Mario Gisbert:
Mr. Inman grossly misjudged the resolve of the Citizens Campaign Against “Big Lick” Animal Cruelty, which he termed a “one man organization” and said there were a thousand or folks who would come to PCB to support the “Big Lick” Animal Cruelty.
The Citizens showed up at the PCB City Hall on April 21, 2016, to protest the Animal Cruelty. This Video by Mr. Jay Granberg Media has been viewed almost 10,000 times.
This picture makes one wonder where the more than 1,000 people are that Mr. Inman assured PCB City Manger Mr. Mario Gisbert would come to PCB in support of “Our Horse”.
*(Note: Ms Milligan cast aspersions over whether nor not a Citizens Campaign Against Big Lick Animal Cruelty was an attorney or if he possessed a license to practice law. It is commonly known in the legal profession that you can’t take “inactive” status as an attorney if you do not have a law license and are in ‘good standing’ with the state bar association.)
