WASHINGTON, DC – (c) Motivated by the efforts of the Citizens Campaign Against Big Lick Animal Cruelty, the U. S. Secretary of Agriculture Tom Vilsack, as reported by www,billygoboy.com on or about April 1, 2016, submitted a proposed Federal Regulation for OMB (Office of Management and Budget) review.
The Regulation will remove the “Pads and Chains” from Tennessee Walking Horses, and eliminate the “corrupt”* system of “self-regulation. Secretary’s Vilsack’s courageous action, backed by the President of the United States, will end 50 years of “Big Lick” Animal Cruelty.

This action by AG SEC Tom Vilsack was forecast in a 2013 Poll of the Tennessee Walking Horse breed registry association in which their members vote 63% to 37% in favor of removing the “Pads and Chains” and ending the “Big Lick.
Secretary Tom Vilsack based his decision on a 2010 USDA OIG (Office of Inspector General Audit) which reported that present system of “Self Regulation” was corrupt.
The Citizens Campaign public Protests and Change.Org Petitions with over 85,000 signatures have taken a withering toll on the “Big Lick” racket.
