W.H.O.A. (Walking Horse Owners Association) Representatives Support Passage of PAST ACT (Prevent All Soring Tactics) At American Horse Council Annual Meeting

WASHINGTON, D.C. – In a historic vote,   officials from W.H.O.A. (Walking Horse Owners Association) based in Murfreesboro, Tennessee,  voted in favor of the American Horse Council lobbying for passage of the PAST ACT (Prevent All Soring Tactics) at the June 13, 2016, meeting of the Horse Show/Animal Welfare Committee.

The American Horse Council issued a Press Release on June 22, 2016,  confirming that its Board of Trustees had reaffirmed AHC support for the Prevent All Soring Tactics Act (PAST Act). The PAST Act would strengthen the Horse Protection Act (HPA) and prevent the soring of Tennessee Walking Horses, Spotted Saddle Horses, and Racking Horses.”

The Committee vote was unanimous with former TWHBEA (Tennessee Walking Horse Breed Registry) except for “Big Lick” supporter Mr. Loyd Carr “Buster” Black who abstained.

Here is an excerpt from Mr. Black’s resignation letter dated October 15, 2013, to the TWHBEA  (Tennessee Walking Horse breed registry)  in which Mr. Black ‘reminded’ them as follows – “I have said first and foremost that I support the Tennessee Walking Horse in its lawful use in all the disciplines of our industry, and I hope you will too.”

“All Disciplines” is a euphemism that Mr. Black  and his fellow “Big Lick” supporters use to attempt to seek legitimacy for Animal Cruelty.

“All Disciplines” includes the “Big Lick” which according to MTSU Horse Science Professor Dr. John Haffner is Animal Cruelty because it is “built on the suffering and pain of horses”.

  • Performance Horse (Big Lick Show Horse),
  • Action Devices (Chains),
  • “Compliant” (Sore horse which made it through inspection).

Mr. Black resigned as TWHBEA President the day before “The PAST ACT Poll” results were announced on October 16, 2016.

TWHBEA members voted a landslide 63% “YES” with  37% “NO” in favor of passing the PAST ACT to end the “Big Lick”.  Over 26% of the eligible to vote TWHBEA members participated in “The Poll”.

Regarding Mr. Black’s “All Disciplines” yimmer yammer,  MTSU (Middle Tennessee State University)  Horse Science Professor Equine Vet Dr. John C. Haffner says,  the “Big Lick” is a “business built on the suffering and pain of horses”.   On April 13, 2013,  Citizens Campaign representative Clant M. Seay appearing before the Panama City Beach Tourism Development Council, was asked:  “Is the “Big Lick” was illegal?  Mr. Seay replied,   “It’s not illegal to have that horse show, but morally, it’s reprehensible.”
