WASHINGTON, DC – A “Big Lick” power play where boss hawg 78 year old U. S. Representative Hal Rogers (R-KY) wrote USDA Secretary of Agriculture a “harassing and threatening” letter on May 26, 2016, at the apparent request of former Rogers aide and “Big Lick” lobbyist Mr. Jeff ($500,000.00) Speaks, may have backfired on Representative Hal Rogers, former Aide Jeff Speaks, and his inhumane wealthy “Big Lick” clients.
According to The Walking Horse Report, USDA Asst. Secretary For Congressional Relations Todd Batta replied to Rep. Rogers’ letter on July 6, 2016.
The elements of Mr. Batta’s letter were:
- How USDA was spending the $681,000.00 Congress appropriated to enforce the Horse Protection Act in fiscal year 2015 – 2016,
- Additionally, the USDA has spent $188,000.00 through June 2016, to protect its employees from “Big Lick” threats of violence. The total cost for “security” in 2015 was $315,560.00,
- USDA certified that no non-governmental entity had a role in drafting the Federal Rule submitted to OMB (Office of Management and Budget) for review which is expected to remove the “Pads and Chains” from “Big Lick” Tennessee Walking Horses and end the Animal Cruelty.
Of special interest was this excerpt from The Walking Horse Report story:
“Rep. Rogers asked for documented evidence of all physical threats in the last five years received by APHIS while enforcing the HPA. Batta responded by documenting 99 threats since 2011 ranging from comments at horse shows directed toward APHIS personnel to chat room posts to large crowds watching inspections. The reply indicated 13 threats already this year including four from the Gulf Coast Trainers’ Show (Panama City Beach, Florida) and one from the Spring Fun Show.”
Nephew Eugene says it is beginning to appear that Rep Hal Rogers and his former aide Mr. Jeff Speaks represent a bunch of common “thugs”.
Additionally, Mr. Batta shockingly informed Rep. Rogers that through June 9, 2016, the USDA APHIS has spent $188,588.00 on security to protect its USDA Vets and their accompanying personnel from harm while performing inspections at horse shows.
LICKERS MAKE THREATS MADE AT PANAMA CITY BEACH “BIG LICK” SHOW
Mr. Batta reported that through June 9, 2016, “Big Lick” folks who have threatened USDA employees 13 times, including 4 threats at the Panama City “Big Lick” Horse Show a/k/a Gulf Coast Charity Horse Show at the Frank Brown Park at Panama City Beach, Florida.
The Panama City Beach “Big Lick” Horse Show event is headed up by Ms. Martha “Sister” Blackmon-Milligan. The local TDC (Tourism Development Council) has agreed to give $25,000.00 to promote and market the “Big Lick” Animal Cruelty.
At the 2016 Panama City Beach “Big Lick” Horse Show, the USDA Vet Inspectors disqualified 40% of the “Big Lick” Tennessee Walking Horses for alleged violations of the Horse Protection Act (Animal Cruelty).]
And now the Panama City Beach Show has the dubious distinction of leading the way with FOUR threats of violence by the Licker BOYZ against the USDA Inspectors and their personnel.
Why does the Municipality of Panama City Beach, Florida want to be part of this?
Why doesn’t Panama City Beach do something proactive to remove itself from this controversy?
The show organizer proudly told the PCB City Council that she is a licensed attorney, and as such, is sworn to uphold the law. She didn’t address the fact that USDA Inspector Vet said under the Horse Protection Act LAW that they disqualified 40% of the “Big Lick” Tennessee Walking Horses they inspected. Here, Ms. Blackmon-Milligan is speaking from the podium at the PCB City Council apparently oblivious to the fact that a sign setting out the 40% Disqualification Rate is squarely positioned in front of her. For the record, the members of the City Council and the Mayor did manage to keep straight faces during her remarks.
Ms. Milligan presently faces allegations of Horse Protection Act violations (Animal Cruelty) set out in USDA Complaint filed against her in Washington, D. C., on December 14, 2015.
Ms.”Sister” Blackmon-Milligan was also present in the Maury County Courtroom assisting the defense on February 2, 2016, when World Grand Champion “Big Lick” Horse Trainer Mr. Jamie B. Lawrence was convicted by a Jury of the crime of Assault against Ms. Teresa Bippen, President of FOSH (Friends of Sound Horses).

On June 16, 2016, Ms. Laura Ousley of Maryville, Tennessee of the Citizens Campaign Against “Big Lick” Animal Cruelty started a Change.Org Petition objecting to Rep. Rogers attempts to bully and harass U. S. Secretary of Agriculture Tom Vilsack.
So far, over 1,600+ persons have signed telling Rep. Rogers to Lay Off Secretary Vilsack.

“On June 3, 2016, I attended a “Big Lick” Tennessee Walking Horse Show in Columbia, Tennessee with fellow Citizens Campaign Against Big Lick Animal Cruelty advocates.
While there, two female Big Lick supporters attempted to bully and intimidate me because I wore a T Shirt which read “Boycott ‘Big Lick’ Animal Cruelty”. They “yelled” at me, and demanded that I leave the horse show.
I did not leave because – “We, The People” – Citizens Campaign advocates speak for “The Horses” who cannot speak for themselves. We represent over 85,000 people from all over the World. We have effectively led the fight against the “Big Lick” Animal Cruelty.
Just like the two “Big Lick” women who yelled at me, Rep. Hal Rogers (R-KY) is now “Threatening and Yelling” at U.S. Secretary of Agriculture Tom Vilsack for trying to end “Big Lick” Animal Cruelty.
On June 1, 2016, 78 year old House Appropriations Chairman Rep. Hal Rogers (R-KY) wrote a“hostile and intimidating” letter to the United States Department of Agriculture headed by Secretary Tom Vilsack.
Rep. Rogers (R-Ky) gave Secretary Vilsack an ultimatum to respond to the letter by June 15, 2016.
Rep. Rogers (R-Ky) is being “influenced” by his former employee Mr. Jeff Speaks.
Mr. Speaks is a professional Washington, D. C. lobbyist. It appears Mr. Speaks has been paid approximately $500,000.00 by “Big Lick” millionaires to keep the “Big Lick” Animal Cruelty.
This Animal Cruelty has hurt Tennessee Walking Horses for the past 50 years. It is a blight on our great State of Tennessee, and our wonderful People.
The Citizens Campaign led public protests boycotting the Tennessee Walking Horse National Celebration, at MTSU (Middle Tennessee State University), and at Panama City Beach, Florida.
MTSU (Middle Tennessee State University) Horse Science Vet native Tennessean Dr. John Haffner says the‘Big Lick’ “is a business based on the suffering and pain of horses”.
It is now time for America and the World to support Secretary of Agriculture Tom Vilsack with his courageous move to end the “Big Lick” which is supported by the President of the United States.
We need to tell House Appropriations Chairman Hal Rogers (R-KY) to “knock it off” and “back off”. Please stop harrassing Secretary of Agriculture Tom Vilsack for trying to Protect Horses in the spirit and intent of the Horse Protection Act (1970), which for 50 years has not been able to stop the abuse.
