The Criminal Nature of “Big Lick” Tennessee Walking Horse Animal Cruelty
Washington, DC – (c) On May 26, 2016, U.S. Rep. Hal Rogers (R-KY), Chairman of the House Appropriations Committee, wrote a ‘comeuppance’ letter to USDA APHIS Administrator Mr. Kevin Shea (and indirectly AG SEC Tom Vilsack) for enforcing the Horse Protection Act by proposing a Federal Regulation to make the horrific institutionalized “Big Lick Animal Cruelty” illegal.
In his letter, Rep. Rogers lectured the USDA about “who he was, and “who they were”, and he then concluded that the USDA had not acted in “good faith” in cooperating with the people who directly and indirectly support hurting “Big Lick” Tennessee Walking Horses. (Rep. Rogers refers to them as “industry”, but Nephew Eugene says the term”racket” is more apropos.)
Rep. Rogers also took the USDA to task for not kowtowing to the wishes of “Big Lickers” such as Terry Dotson et al, and described the USDA’s refusal to do so as “completely senseless” and “unacceptable”.
Rep Rogers then gave the USDA 20 days to provide answers to the following four questions:
Question 1 – “Provide documented evidence of all physical threats that have occurred in the last five years against APHIS personnel or employees on contract with APHIS attending or working at a Tennessee Walking Horse event.
Questions 2 – 4 – Provide numbers of USDA inspectors at Horse Shows, how many security people accompanied them, how much money USDA spent on this, and all money spent to provide protection USDA Aphis and persons necessary to enforce the Horse Protection Act.
Recognizing that the new Rule would “impose significant changes to the Horse Protection Act that impact the Tennessee Walking Horse industry”, Rep. Rogers demanded:
“Please certify to me that no one in your agency has consulted with or engaged with any non-governmental entity in any aspect of developing drafting or comments on this proposed Rule prior to its publication in the Federal Register.”
On June 15, 2016, USDA (Asst. Secretary for Congressional Relations) courteously replied to Rep. Rogers telling him that they were working on getting things together, and they had talked a lot to Tennessee Walking Horse industry representatives over the years, and that the new Rule would provide opportunity to “have further dialogue about how to best protect horses from abusive practices”.
Then on July 6, 2016, Mr. Todd Batta unloaded the wheel barrow on Rep. Hal Rogers (R-KY), and the “Big Lickers” including Mr. Jeff Speaks who has been paid $500,000.00 to be sure the status quo continues..
Mr. Todd Batta’s letter provided shocking details of the violence, and threats of violence, that “Big Lick” practitioners have systematically perpetrated upon in USDA Vet inspectors and their assistants and security personnel in attempts to intimidate and threaten them into not enforcing the Horse Protection Act, and to maintain the “Big Lick” Animal Cruelty.
Something similar to this played out in the South in the 1960s during the Civil Rights struggle when people in positions of authority tried to perpetuate a morally reprehensible order of racial segregation and discrimination against a race of people.
There are many similarities of then and now.
Change and letting go for an established order is difficult, but necessary.
In the present situation, people are trying to perpetuate “Big Lick” Animal Cruelty against a defenseless animal in the name of family entertainment – or charity – or a twisted idea of sport.
After 46 years, it’s now finally come to a head, and Americans are united against it.

Gen’s Ice Glimmer, and all of his brothers and sisters who are still in the “Big Lick” Animal Cruelty gulag, applaud the action of U. S. Secretary Tom Vilsack for exercising leadership to bring the 46 years of “Big Lick” Animal Cruelty to an end.
Nephew Eugene knows the identity of the mystery “HIO Liason” to whom Mr. Batta refers in his July 6, 2016, letter, but he isn’t telling who the person is … yet.
