SHELBYVILLE, TN – When Mr. Henry Davis of Wartrace, TN, founded the Tennessee Walking Horse National Celebration in 1939 with the idea of “Celebrating” the natural gaited flat shod Tennessee Walking Horse raised in the MIddle Tennessee basin, he could never have imagined that one day his beloved TWH Celebration would threaten to sue the United States of America for enforcing a federal law passed to protect his grand Tennessee Walking Horses.
That day came on Thursday, August 11, 2016,
On behalf of the obstinate purveyors of “Big Lick” Animal Cruelty who have wrecked the dreams of Mr. Henry Davis, and virtually ruined the image of the nice community of Shelbyville and Bedford County, Tennessee, a Washington, D.C. law firm delivered a DEMAND letter to the United States Department of Agriculture.
The letter directly threatened USDA Aphis Deputy Administrator Ms. Bernadette R. Juarez, and the USDA Vet Inspectors who she supervises, that if they come to the 2016 Celebration and disqualify “Big Lick” Tennessee Walking Horses and their Exhibitors from competing at the Celebration if they are found to be in violation of the Horse Protection Act.
The USDA Vet Inspectors turned down 40% of the “Big Lick” Tennessee Walking Horses at the Belfast – TWHBEA Horse Show (Aug 5, 2016); and the Wartrace Horse Show (Aug. 5, 2016).
USDA APHIS DEPUTY ADMINISTRATOR BERNADETTE R. JUAREZ
This past Tuesday, August 9, 2016, when the “Big Lick” crowd walked out on hearing Citizens Campaign Against “Big Lick” Animal Cruelty advocate Clant M. Seay,
Ms. Bernadette R. Juarez moved to the center of the room, and sat in front of the speaker, and listened to what he had to say.
And she paid particular attention to this captivating Map:
Three years ago, the 6,950 ‘eligible to vote’ members of the Tennessee Walking Horse breed registry were polled – “YES” or “NO” – on the question of removing the “Pads and Chains” and abolishing the “Big Lick”.
“The Map”reflects the result, which is where things are now in August 2016.
Nephew Eugene says the “Licker DEMAND Letter” is a last gasp ploy by these two gentlemen to raise the $500,000.00 necessary to futilely “FIGHT” the USDA in an attempt to continue the morally reprehensible “Big Lick” Animal Cruelty which has:
- Decimated the Tennessee Walking Horse breed
- Destroyed the public image of Shelbyille and Bedford County, Tennessee,
- Given Tennessee the reputation of a “Horse Abuse” state.
Walking Horse Report Founder/Celebration Board Chairman Emeritus Mr. David L. Howard
TWHBEA Breed Registry President Mr. Steve Smith
One man is doing it out of pure greed, and the other one is doing it out of massive ego. The second one has been misadvised by a long time friend, and then mistakenly thinking he could fill his father’s shoes which he will never do.
The Brains Behind Mr. Steve Smith
The actions of Mr. David L. Howard, Mr. Steve Smith and Mr. Walter D. Chism are morally reprehensible, and they leave a tainted legacy for their children, and those who love them. .
Nephew Eugene says that Mr. Howard, Mr. Smith and Mr. Chism already have, and will continue to lose. Then they will all steal away like they never had anything to do with the disaster they caused and prolonged.
Celebration Director Mr. Howard presided over a 100,000 loss of Celebration spectators, put the Celebration in debt for approximately $600,000.00 for a failed Horse Inspection Program, and was in the middle of the VAC (Veterinary Advisory Committee) Scandal:
Following the 2015 Celebration, Mr. David L. Howard engaged in a racial outburst against Ms. Juarez predecessor USDA Aphis Deputy Administrator Dr. Chester L. Gipson:
Mr. Smith and Mr. Chism, with help from several other “Big Lick” Animal Cruelty fanatics have ruined the Tennessee Walking Horse breed registry – losing over 33% of its members in two years. The official TWHBEA figures – foal registrations – mares bred – horse transfers – eligible to vote members – are all so bad that Mr. Smith and Mr. Chism stopped publishing them 12 months ago.
TWHBEA is in a pathetic state of affairs, and it’s good that noble natural gaited sire Midnight Sun left before he had to occupy a ring side seat for the disaster.

(Editor Note: www.billygoboy.com Special Correspondent Harold reports that U. S. District Court Judge Richard W. Story (Northern District of Georgia – Atlanta Division) made it clear in his May 25, 2016 ORDER issued in the Keith McSwain, et al vs. USDA (United States Department of Agriculture) that the Court’s ORDER only applies to the parties and particular set of facts before the Court in the McSwain case:
“Finally, while the Court recognizes the important public interest and Congressional intent of preventing the soring of horses, any entry of relief here will be limited to the parties to this case and therefore will not be adverse to the public interest. The Court recognizes the practical difficulties Defendants (USDA)would face in providing the owner of each disqualified horse a hearing prior to a show. But Plaintiffs (McSwain) and Defendants (USDA) have agreed that any relief imposed by the Court should apply only to the parties to this case.Source: Page 18 http://www.billygoboy.com/wp-content/uploads/2016/05/McSwainORDER_et_al_v_United_States_Department_of_Agriculture__gandce-16-01234__0020.0.pdf
The Court does not wish to tread further into the USDA’s affairs than necessary, and so will leave the form of any hearing to Defendants’ discretion. As stated above, the relief here is limited to the parties to this action.Source: Page 19″ http://www.billygoboy.com/wp-content/uploads/2016/05/McSwainORDER_et_al_v_United_States_Department_of_Agriculture__gandce-16-01234__0020.0.pdf)
The Licker DEMAND Letter:
Tennessee Walking Horse Celebration vs. United States of America
Nephew Eugene says that people holding an Event which features Animal Cruelty are not going to intimidate servants of the United States of America who are charged with the responsibility of enforcing a law to protect horses passed by the United States Congress and signed into law by the President of the United States of America.
Parkview Pavilion might consider opening up an outpatient clinic at 721 Whitthorne Street in Shelbyville, Tennessee across from Calsonic Arena.
Nephew Eugene says his money is on the United States.
