Shelbyville, TN (Celebration Grounds) – The first night of the Tennessee Walking Horse National Celebration featured Mr. Tom Kakassy, a former Tennessee Walking Horse breed registry official who called for an “Intervention” with the USDA by suing the agency over a proposed Regulation to eliminate the “Big Lick” Animal Cruelty.
Mr. Kakassy is part of a group which includes Mr. Steve Smith and Mr. Walt Chism which has led to the demise of TWHBEA (Tennessee Walking Horse Breeders & Exhibitors Association). The organization has been in a downward spiral, losing 2,000+ members in since 2013. The TWHBEA situation is now so bad that Mr. Smith will no longer allow detailed financial statements to be provided to association directors and members.
The historical turning point in eliminating “Big Lick” Animal Cruelty occurred in 2013 when Clant M. Seay conceived, made funding arrangements for, and conducted a Poll of the Tennessee Walking Horse breed registry members on removing the “Pads and Chains”.. At Mr. Seay’s request, TWHBEA official Ms. Pat Stout agreed to allow her name to be used regarding conduct of the Poll vote. The 6,950 eligible to vote TWHBEA members were polled with a post card ballot, and this Map, and the following Ad (which appeared in the November 10, 2013, Sunday edition of The Tennessean newspaper) tells the story.
The POLL shocked the Big Lick TWHBEA cabal by offering a draconian By-Law change which was ineffectually opposed by the Flatter TWHBEA directors. The By-Law changes passed, and this has resulted.
