Panama City Beach, FL – www.billygoboy.com confirmed last week that the Panama City Beach Tourism Development Council has not yet received a bill for $25,000.00 from Panama City Beach “Big Lick” Horse Show organizer Ms. Sister Blackmon Milligan.
The Gulf Coast Charity Trainers Show a/k/a the Panama City Beach “Big Lick” Horse Show became the subject of controversy when this article was published last February:
PANAMA CITY BEACH-BAY COUNTY TOURISM BOARD GIVES $25,000.00 TO 2016 “GULF COAST CHARITY TRAINERS SHOW” UPON REQUEST OF SHOW FOUNDER MS. MARTHA (SISTER) BLACKMON-MILLIGAN WHO PRESENTLY FACES ALLEGED HORSE PROTECTION ACT VIOLATIONS (ANIMAL CRUELTY) AT 2013 GULF COAST CHARITY TRAINERS SHOW
CCABLAC animal welfare advocates went to the Panama Beach City Hall and Tourism Development Council and protested the $25,000.00 public funds being given to Ms. Milligan’s “Big Lick” horse show which featured “Big Lick” Animal Cruelty. The TDC members said they didn’t have all the facts when they agreed in January 2016 to give the $25,000.00 of taxpayers funds to subsidize the “Big Lick” Tennessee Walking Horse show
CCABLAC animal welfare advocates turned out to protest the “Big Lick” Horse Show being held at the public Frank Brown Park:
When Horse Show Founder Ms. Milligan attempted to deny patrons access to video the “Big Lick” show, CCABLAC went to the air:
The controversial “Big Lick” Horse Show was held on April 21 – 23, 2016.
It included this ugly scenario when CCABLAC advocates went into the horse show to hand out anti-soring literature:
At the horse show, the USDA Inspectors disqualified 40% of the “Big Lick” Tennessee Walking Horses it inspected for alleged Animal Cruelty.
Nephew Eugene says a plausible reason that the $25,000.00 has not been paid is a deal was cut by the TDC with Ms. Milligan which goes something like this – “We didn’t throw you under the bus last Spring when CCABLAC showed up, so don’t even think about putting us behind the eight ball by submitting a statement for the $25,000.00“.
Nephew Eugene says a call for a national BOYCOTT of Panama City Beach would most likely ensue if the TDC did cut a $25,000.00 check to Ms. Milligan to subsidize the “Big Lick” Horse Show in the city owned public park where USDA Vet inspectors were threatened with violence, and 41% of the “Big Lick” Tennessee Walking Horses were disqualified for alleged Animal Cruelty.
