WASHINGTON, DC – Shortly after viewing the Inaugural Parade, and before going dancing at the Inaugural Balls, President Donald J. Trump walked into the Oval Office and approved the following Memorandum presented to him by White House Chief of Staff Reince Priebus. The Memorandum. most likely, kills the Federal Regulation (Rule) to remove the “Pads and Chains” from “Big Lick” Tennessee Walking Horses which was set to be published in The Federal Register on Tuesday, January 24, 2017.
Inside politics seem to be at play here. U. S. Senate Majority Leader Mitch McConnell (R-KY) has received over $750,000.00 in “Big Lick” Animal Cruelty money since 1988. His wife, Elaine Chou, was chosen by President Trump to be Secretary of Transportation. Today, Senator McConnell offered the toast to President Trump at the Congressional dinner following his taking the Oath of Office.

Here is tonight’s Memorandum For Heads Of Executive Depts. and Agencies:
Paragraph 2: “With respect to regulations that have been sent to the OFR but not published in the Federal Register, immediately withdraw them from the OFR for review and approval as described in paragraph 1, subject to the exceptions described in paragraph 1. This withdrawal must be conducted consistent with OFR procedures.”
This directly applies to the Federal Regulation (Rule) to remove the “Pads and Chains” from “Big Lick” Tennessee Walking Horses set to be published in The Federal Register on Tuesday, January 24, 2017.
Here is The Politico article:
In a memo to federal departments and agencies, White House Chief of Staff Reince Priebus said the freeze was designed to ensure President Donald Trump’s appointees or designees “have the opportunity to review any new or pending regulations.”
The request allows exceptions for emergency situations relating to health, safety, financial or national security matters.
The Obama administration made a similar move in January 2009 to freeze pending regulations from the Bush administration.”
The decision on removing the “Pads and Chains” will apparently be in the hands of former Georgia Governor “Sonny” Perdue (R-GA) who President Trump nominated as Secretary of Agriculture on January 18, 2017. Governor Perdue was the choice of Mr. Forrest Lucas, to be Secretary of Agriculture. Mr. Lucas founded “Protect The Harvest” PAC (Political Action Committee) which is “pro horse slaughter” and “against the regulation of puppy mills”. “Protect The Harvest” was “Presenting Sponsor of the Equus Film Festival in New York City put on by Ms. Lisa Diersen and Ms. Diana De Rosa.

Nephew Eugene quotes President Harry S. Truman who said “The Buck Stops Here”.
President Truman’s words now apply to U. S. President Donald J. Trump who, within eight hours of taking office, took an action which will result in the long suffering “The Horses” once again being thrown under the bus.
