PANAMA CITY BEACH, FL – On Wednesday, April 26, 2017, a news reporter for the www.billygoboy.com website publication made a video of a horse being ridden at the city owned Frank Brown Park.
It immediately drew the ire of:
- “Big Lick” Horse Trainer Mr. Charlie Green
- “Big Lick” Multi-Millionaire Owner Ms. Martha Blackmon-Milligan
Under the Contract that Ms. Milligan’s Horse Show signed with Panama City Beach, the Horse Show Arena at Frank Brown Park on Wednesday, April 26, 2017, was a “Non-Exclusive” Use area which meant any person could go there and enjoy the park, and this included being able to take pictures and videos of the things occurring there.
That is exactly what CCABLAC Animal Welfare Advocate and www.billygoboy.com publisher did. He made this video which captures “Big Lick” Trainer Mr. Charlie Green of Shelbyville, TN riding “Dixie Majorette”, a Four Year Old Mare, owned by Horse Show Organizer Ms. Martha Blackmon Milligan. Mr. Green has “Dixie Majorette” operating at “full running walk’ at the Frank Brown Park Show Ring at about 10:30 A. M., Wednesday, April 25, 2017.
Mr. Green was visibly unhappy about being videoed by a news reporter at the public Frank Brown Park owned by the Municipality of Panama City Beach, FL. Usually, the “Big Lick” Trainers keep the Tennessee Walking Horses off the show ground premises so the public does not have access to them. At the TN Walking Horse Super Bowl, the horses are kept off the show grounds so they can be “Prepared”, and then they are transported in to show. At the Panama City Beach “Big Lick” Horse Show, the horses are kept on the park property which makes the Trainer BOYZ jittery if somebody should see them “Fixin'” a horse:

After speaking with the reporter, Mr. Green turned and slowly “Dog Walked” Dixie Majorette back down to where she entered the show ring.

When Horse Show Organizer Ms. Martha Blackmon Milligan learned a reporter was videoing at Center Ring, she “Saddled Up” and headed toward the news reporter with www.billygoboy.com to set him straight on what she would allow in the Frank Brown Public Park owned by the Municipality of Panama City Beach (FL). She headed a golf cart at the reporter (with a little dog running beside), and proceeded to lecture him:
“You’re In Bay County Now, Bud …”.
Interestingly, the lady riding on the back of the golf cart that Horse Show Organizer Ms. Martha Blackmon Milligan was Ms. Jill Derickson, wife of “Big Lick” Trainer Mr. Herbert Derickson. Mr. Derickson is the first rider shown on the “Here’s What Soring Does To Horses” made at the Columbia Spring Jubilee Horse Show last June 2, 2016.
Ms. Derickson’s husband, Mr. Herbert Derickson, is the first rider featured on “The DoDo” Video – “Here’s What Soring Does To Horses” which has been viewed over 12 MILLION TIMES. Mr. Herbert Derickson trains “Big Lick” Tennessee Walking Horses for Ms. Martha Blackmon Milligan.
A substantial amount of the video footage used to produce – “Here’s What Soring Does To Horses” – was provided to “DoDo” by www.billygoboy.com website. Some of the footage was taken by CCABLAC journalistic associates of the website publication.

Interestingly, Ms. Martha Blackmon Milligan is the Horse Show Organizer and looked upon as the “Head Honcho”, and she has Mr. Todd Fisher in place as Horse Show Manager.

Having Mr. Fisher served as Horse Show Manager allows Ms. Milligan to indulge in her passion for owning and showing “Big Lick” Tennessee Walking Horses.
Approximately 150 horses were shown at the Panama City Beach “Big Lick” Charity Horse Show, and of that number, an amazing 21 were either owned by or personally ridden by Horse Show Organizer Ms. Martha Blackmon Milligan.

Ms. Milligan’s estimated “Big Lick” habit runs about $18,000.00 a month ($216,000.00 per year), and that is before the advertising costs which are the largest expense of owning a “Big Lick” Tennessee Walking Show Horse. It costs about $1,000.00 for a color Ad in The Walking Horse Report. If you win a Blue Ribbon, it’s virtually mandatory to run an Ad or you lose face in the “Big Lick” social circles.
Also, there’s travel and lodging, so when it’s all said and done, a rough estimate would be that Ms. Milligan’s “Big Lick” Habit runs about $500,000.00 a year.
Thanks to the efforts of CCABLAC (Citizens Campaign Against “Big Lick” Animal Cruelty), the TDC/CVB Board did not pay the agreed $25,000.00 for Ms. Milligan to promote the Horse Show.
Additionally, instead of allowing Ms. Milligan to use the Park rent free, in 2017, the City required that the Horse Show pay approximately $14,000.00 up front to use the park. Additionally, the City told Ms. Milligan it would not longer maintain the Gazebo at center ring or the show ring fence, and told her they were going to be torn down.
And the one thing that Ms. Milligan nor any of the rest of the “Big Lick” Multi-Millionaires want is for the public to see the “Big Lick” in action – like the DoDo video which features many videos which have been obtained by CCABLAC Animal Welfare Advocates and published in www.billygoboy.com online publication.
Signs like the one Ms. Milligan had posted at the entrance to the Panama City Beach “Big Lick” Horse Show at the Frank Brown Park will not suppress the First Amendment rights of Americans or the press to take photos and videos and post them on the internet and social media.

Twice selected by his peers as “Big Lick” Walking Horse Trainer of The Year, Mr. Charlie Green has an egregious record for being cited for alleged violations of the “Horse Protection Act (Animal Cruelty).

“Eight of the last 10 winners of the Trainer of the Year award from the Walking Horse Trainers’ Association have been suspended for soring at least once, according to data compiled by an industry watchdog group.
“One of the winners, Charlie Green, racked up the most violations of the Horse Protection Act, with 22 – for everything from one-foot and two-foot soring to scarring on a horse’s legs, a possible indication of previous soring “” according to a review by The Tennessean” (of a USDA database)
AT the 2017 Panama City “Big Lick” Horse Show, “Dixie Majorette” won two blue ribbons.
One was with Ms. Martha Blackmon Milligan in the Four Year Old Mare & Gelding class. Another was with Mr. Charlie Green up in the Four Year Old Mare (Riders Cup) in which ‘Dixie Majorette” was the only horse in the class.
