Part III – CCABLAC To Make “Special Presentation” to the Bay County – Panama City Beach TDC/CVB Tourist Development Board On Friday, May 12, 2017

PANAMA CITY BEACH, FL – The “Face” of Bay County, Panama City, Florida is the marvelous community of Panama City Beach, FL, which bills itself as the “Home Of The World’s Most Beautiful Beaches”.

For every tourist who spends the night in Panama City Beach,  a ‘Tourism Bed Tax” is collected which is then used to promote tourist development.

“Big Lick” Horse Show Organizer Ms. Martha Blackmon Milligan seized upon that situation,  and in the Fall of 2015 she sat down with the TDC/CVB officials and spun a wonderful vision about how wonderful it would be for the TDC/CVB to give her $25,000.00 from the Event Fund for her to promote the “Big Lick” Horse Show at Frank Brown Park which features  Animal Cruelty to Tennessee Walking Horses.

The deal went down on January 12, 2016, when the TDC/CVB officially approved the deal:

Then on February 11, 2016,  a CCABLAC animal welfare advocate attended the PCB City Council meeting unannounced.



Shortly thereafter, the CCABLAC animal welfare advocate discovered the  “DEAL” on the TDC/CVB agreeing to give Ms. Martha Blackmon Milligan the $25,000.00 to promote the “Big Lick” Animal Cruelty Horse Show.CCABLAC called on the local citizens to PROTEST, and they did.
