Part IV – CCABLAC Presents “Community Service Award” To Bay County/Panama City Beach Tourist Board For NOT Paying $25,000.00 To Horse Show Organizer To Promote Panama City Beach “Big Lick” Horse Show

PANAMA CITY BEACH, FL –  On Friday,  May 12, 2017,  the CCABLAC (Citizens Campaign Against “Big Lick” Animal Cruelty)  recognized the Bay County/ Panama City Beach – TDC/CVB Combined  Board – for NOT paying $25,000.00 To “Big Lick” Horse Show Organizer Ms. Martha Blackmon Milligan – by presenting the CCABLAC 
Community Service Award” to the TDC/CVB Combined Board.

“The TDC/CVB not paying the $25,000.00 to the “Big Lick” Horse Show Organizer stands as an accomplishment of the Citizens Campaign Against “Big Lick” Animal Cruelty” because we speak FOR “The Horses” who cannot speak for themselves. Horses need to be treated humanely by the humans who have dominion over them.  The Community has turned its back – turned the page – they boycotted this horse show last year.  But this year,  they dramatically boycotted it – nobody came. Thanks to all the people who have backed the Citizens Campaign Against “Big Lick” Animal Cruelty.”






A commitment was made on January 12, 2016,  by the Tourist Board (TDC/CVB)  to pay the $25,000.00 from the Special Events Fund to “Big Lick” Multi-Millionaire Ms. Martha Blackmon Milligan to be used to promote the 2016 Panama City Beach “Big Lick” Horse Show.

Upon learning what the TDC/CVB Board had done,   upset local citizens united under the CCABLAC (Citizens Campaign Against “Big Lick” Animal Cruelty) banner to protest the CVB/TDC decision.  They showed up and made it clear that they would be there for “The Horses”.

Then CCABLAC learned in November 2016, and reconfirmed it in March 2017,  that the $25,000.00 had not been paid to Ms. Milligan’s organization.   CCABLAC ran the following Ad on March 26, 2017,  in the Panama City News-Herald newspaper.

CCABLAC then effectively protested the 2017 Panama City Beach “Big Lick” Horse Show, April 27 – 29, 2017,   and the public boycotted the event.

CCABLAC Animal Welfare Advocate Clant M. Seay said,  “Hopefully, there will not be a 2018 Panama City Beach “Big Lick” Horse Show in Frank Brown Park, but IF there is, you can rest assured that CCABLAC will be here to “Speak FOR ‘The Horses” Who Cannot Speak For Themselves”.
