“Connecting The Dots” On What “Went Down” At The 2016 Columbia “Spring Jubilee” Horse Show

COLUMBIA, TN –  As the clock counts down on the start of the  2017 Columbia Spring Jubilee “Big Lick” Horse Show on this coming Thursday (June 1, 2017),    hundreds of thousands of people throughout America,  and all over the World,  are anxiously waiting to see if there will be a repeat of what happened at the  2016 Columbia “Big Lick” Tennessee Walking Horse Show.

Shortly before 7:00 p.m. on June 3, 2016,  first term Maury County Sheriff Mr. Bucky Lee Rowland told the Publisher of BillyGoBoy.com website publication,  and his fellow journalistic associates/animal welfare advocates to “TURN OFF THOSE VIDEO CAMERAS”.

Sheriff Rowland told the Publisher he could be subject to “criminal liability”.

Immediately after Sheriff Rowland issued his Order,  the publisher of BillyGoBoy.com asked the Sheriff to please repeat what he just said, and here is the recording of what Sheriff Rowland had to say:

At the virtually the same time that Sheriff Rowland was telling the BillyGoBoy.Com reporter there could be ‘”criminal liability” for taking videos at the horse show,   on the opposite end  of the Show Arena,  one of Sheriff Rowland’s Deputies was telling a BillyGoBoy.Com” Undercover Reporter”  – “You cannot take videos and put them on the internet”.  The Deputy said he had told five or six other persons the same thing.

Then Sheriff Mr. Bucky Rowland can be heard reading out to the “Undercover Reporter” the “criminal penalties” she could be facing,  including federal imprisonment and up to $20,000.00 fines per occurrence,  for taking videos and putting them on the internet.

 

 


So how did this all come to be where an elected Sheriff, sworn to uphold the Constitution of the United States of America,  tells Americans (including members of the Press) in a public park to “TURN OFF THOSE VIDEO CAMERAS”.

A Federal lawsuit was filed in U. S. District Court for the Middle District of Tennessee on August 23, 2016,  styled Seay v. Sheriff Bucky Rowland; John Does I – X,  to find out “WHY”, and to hold those responsible accountable,  and to make sure it never happens again.

A lawsuit is one side of a legal argument.

According to the Seay v. Sheriff Bucky Rowland; John Does I – X, Complaint,   Maury County Sheriff Mr. Bucky Rowland allegedly violated the federally protected civil rights of Americans in a public park to take videos of “Big Lick” Tennessee Walking Horses,  and put them on the internet for the World to see.

The MCHA (Maury County Horsemans Association) is an eight (8) member group represented by Horse Show Manager Mr. David Sisk and Horse Show Ring Master Mr. Calloway Dial.    Maury County Deputy Sheriff Mr. Terry Dial works for Sheriff Mr. Bucky Rowland, and his wife,  Yolanda,  is Treasurer of the MCHA (Maury County Horsemans Association).

The “Master Minds” of the alleged “Scheme” to interfere with the constitutional rights of Americans,  were Horse Show Manager Mr. David Sisk (wealthy “Big Lick” landowner),  and Mr. Jerry W. Harris (Big Lick Videographer/Propagandist/Peahead Productions, Inc.) who makes his living propagandizing the “Big Lick” which MTSU (Middle Tennessee State University) Horse Science Professor Dr. John Haffner says  “is a business built on the suffering and pain of horses”.

Horse Show Manager Mr. David Sisk and Mr. Jerry W. Harris signed an “Agreement” on June 1, 2016 (one day before the Horse Show began) . The document was drafted by Mr. Jerry W. Harris who did not have an attorney review it.   The document’s apparent intent was to keep persons from videoing “Big Lick” Tennessee Walking Horses at the Horse Show, and then put them on the internet and social media for the World to see.

Here is the alleged “Agreement” which  in actuality,  appears to be an ‘agreement to make an agreement’.   The fails to state any consideration, and lacks the elements necessary to be a valid enforceable agreement.  

Prior to signing the “Agreement”,  Horse Show Manager Mr. David Sisk polled the eight (8) members of the  MCHA (Maury County Horsemans Association), and according to Mr. Sisk, the members voted to approve Mr. Harris’s proposed “Agreement”.  

Horse Show Manager Mr. David Sisk and Mr. Jerry W. Harris signed the “Agreement” on June 1, 2016, the day before the start of the 2016 Columbia Spring Jubilee “Big Lick” Horse Show on June 2, 2016.

Horse Show Manager Mr. David Sisk and Mr. Jerry W. Harris then enlisted the assistance of Maury County Sheriff Mr. Bucky Rowland to use the power and influence of his elective office to order Americans to “TURN OFF YOUR VIDEO CAMERAS” at the “Big Lick” horse show held at the public Maury County Park in Columbia, TN.

On the day after the conclusion of the horse show on Saturday, June 3, 2016,  Mr. Jerry W. Harris  June 4, 2016,  obtained the following “Affidavit”  which is purportedly signed by Maury County Sheriff Bucky Rowland:

This document (labeled as “Affidavit”) appears to have been prepared by Mr. Jerry W. Harris utilizing a service called “LawDepot). The alleged “Affidavit” has neither the signature nor the seal of a Notary Public affixed to it.

The apparent impetus for Horse Show Manager Mr. David Sisk and Mr. Jerry W. Harris signing the June 1, 2016 “Agreement” is to prevent Videos from being taken by reporters/citizens for BillyGoBoy.Com website publication and posted on the internet.

CCABLAC videos obtained at “Big Lick” Tennessee Walking Horse Shows since August 2014, and posted on the internet,   have literally destroyed all spectator interest in attending “Big Lick” Tennessee Walking Horses Shows in Tennessee and surrounding states.  At one time, these events were featured in virtually all the Southern states, and were well attended.

“Big Lick” Horse Shows often attempt to claim legitimacy by making donations to charity.

One was the Mississippi Charity Horse Show held on the State Fairgrounds in Jackson, Mississippi, which gave annual donations to the UMMC (University of Mississippi Medical Center) Blair E. Batson Childrens Hospital.

Thanks to the efforts of CCABLAC (Citizens Campaign Against “Big Lick” Animal Cruelty),   the “Mississippi Charity Horse Show” no longer exists.

Responding to a CCABLAC Change.Org Petition,  in March 2015,  the UMMC (University of Mississippi Medical Center) in Jackson, Mississippi,  turned down a $50,000.00 annual charitable donation to the Blair E. Batson Children’s Hospital derived from Mississippi Charity “Big Lick” Horse Show which featured “Big Lick” Animal Cruelty.

In October 2013, CCABLAC directed a Poll of the approximately 7,000 members of the Tennessee Walking Horse  Breed Registry   Here is the CCABLAC Past Act Map which documented that 63% of the members of the Tennessee Walking Horse Breed Registry (TWHBEA) voted in October 2013 to eliminate “Big Lick” Animal Cruelty by removing the “Pads and Chains” from “Big Lick” Tennessee Walking Horses.

HISTORY OF VIOLENCE AT COLUMBIA (TN)  “BIG LICK” HORSE SHOW

In 2015,   this crime was committed by a World Grand Champion “Big Lick” Walking Horse Trainer on the way to the Horse Show.



In 2015,  Maury County Sheriff Bucky Rowland didn’t send ANY Deputies to monitor the CCABLAC protest despite being asked to do so.    There were two senior citizen age Maury County Deputies paid by the MCHA (Maury County Horsemans Association).  One was Mr. Terry Dial, member of MCHA, and his friend Deputy Andy Jackson.   Their primary job was to direct traffic. Strangely enough, the Big Lick Trainer Mr. Jamie Lawrence was not arrested on the spot for driving his truck and trailer at a CCALBAC protestor, rather he was allowed by Maury County Deputy Sheriffs (one of whom was a MCHA member)  to go ahead and show his “Big Lick” horses that night at the Horse Show.

At the insistence of CCABLAC (Citizens Campaign Against “Big Lick” Animal Cruelty) the Columbia Police Chief sent two officers who parked a cruiser behind the protestors to protect them which can be seen in the above photos.

The Maury County Park is owned by the Maury,County,  and Sheriff Bucky Rowland has primary jurisdiction at the Maury County Park.

Last week,  the plaintiff in Seay V. Bucky Rowland, et al  filed a Motion For Leave to file an Amended Complaint in the lawsuit which, if granted,   will add Horse Show Manager Mr. David Sisk,  Horse Show Ring Master Mr. Callaway Dial, and “Big Lick” Videographer Mr. Jerry W. Harris as Defendants in the lawsuit, and will ask for $100,000.00 punitive damages from Horse Show Manager Mr. David Sisk and Mr. Jerry W. Harris for maliciously, recklessly and outrageously violating the constitutional rights of Americans taking videos in a public park and putting them on the internet and social media.
