(Editor’s Note: The Citizens Campaign Against “Big Lick” Animal Cruelty (CCABLAC) is strongly BIPARTISAN. CCABLAC, “WE, The People” – “Speaks FOR ‘The Horses’ Who Cannot Speak For Themselves” – No matter who serves as President of the United States. On March 29, 2017, CCABLAC animal welfare advocates delivered over 100,000+ signatures to the White House. The petitioners asked President Donald J. Trump to authorize the USDA to publish the Federal Regulation in the Federal Register to remove the “Pads and Chains”. This has not been done, and is apparently, not going to be done. The USDA Horse Protection Program, under the Trump Administration, has been rendered virtually useless.)
Washington, D.C. – (c) This “Make America SORE Again” graphic tells the sad story of the USDA -United States Department of Agriculture- under the control of “Protect The Harvest” principals which have “GUTTED” the enforcement of the Horse Protection Act.
CCABLAC Animal Welfare Advocate said, “The Trump Administration was hijacked by “Protect The Harvest” PAC officials. We are not going to stop no matter who serves as President of the United States.” #CelebrationCampaign

The “Trotter” controversy resulted when USDA APHIS Administrator Mr. Kevin Shea inexplicably clouded the issue by inserting the language “Related Breeds” in the proposed Regulation to the Horse Protection Act of 1970, as amended. It was published in The Federal Register on July 26, 2016. The HPA has only been applied to those breeds which have a history of Animal Cruelty, i.e. Tennessee Walking Horses.
