The PCB Parks & Recreation Director also provided this November 22, 2016, letter to Ms. Martha Blackmon Milligan serving notice regarding the fencing and gazebo at the Frank Brown Park IF there is a 2018 horse show:

In the past, Ms. Milligan asked the City to provide “Free Rent” for the “Big Lick” Horse Show citing past substantial donations to Local Charities.  (The Boys & Girls Club dropped out as a charitable donation beneficiary in 2016, and the Saint Andrew Baptist Church which served as ticket takers in 2016 will apparently play no role in 2017.)

Reporters from www.billygoboy.com  learned last week that “The Charity” for the 2017 Gulf Coast Charity Horse Show a/k/a – Panama City Beach “Big Lick” Horse Show – will be PSHA (Performance Show Horse Association).   PSHA is a “Big Lick” Tennessee Walking Horse support group located in Shelbyville, Tennessee.  Apparently, there is NO local charity in 2017.

In years past,  Ms. Milligan touted the event’s contributions to “Local” charities to attempt to legitimize the “Big Lick” Animal Cruelty.   The PCB Boys & Girls Club dropped out as a Charitable beneficial in 2016, and a local church,  St. Andrew Baptist Church, is not participating in 2017.

According to reliable sources,  Horse Show Organizer Ms Martha Blackmon Milligan was receiving VIP treatment from the City by getting use of the city owned Frank Brown Park -“Rent Free” – allegedly for “Improvements” made at the City Park,  i.e., horse show fencing and center ring llayout, and the fact that historically the Horse Show had made contributions to local charities.


 

CCABLAC animal welfare advocates protested the 2016 Tennessee Walking Horse National Celebration which resulted in the lowest spectator attendance in 46 years.

In 2016,  the CCABLAC (Citizens Campaign Against “Big Lick” Animal Cruelty) led a Campaign in one of the most beautiful parts of America against the morally reprehensible “Big Lick” Animal Cruelty against Tennessee Walking Horses.

It all started on February 11, 2016,   when a CCABLAC animal welfare advocate appeared unannounced at the City Council Meeting of the Municipality of Panama City Beach, FL,  to speak against Panama City Beach hosting the “Big Lick” Horse Show.

Nothing has been the same since.

Shortly after CCABLAC arrived at the “Home Of The World’s Most Beautiful Beaches”,  it was discovered that the Panama City/Bay County TDC (Tourist Development Council) had agreed to pay horse show organizer Ms. Martha Blackmon Milligan $25,000.00 of tourism tax money to promote the event which would be held at the city owned Frank Brown Park.

What had been planned as a two-day visit quickly turned into a three-month campaign.

A tourism CEO asked CCABLAC:

“How long do you plan to be here?”

The answer was:

“We’ll be here as long as it takes”.

The “Big Lick” has seen its last days on “The Beach”.”

“This Horse Show event was approved by the Municipality of Panama City Beach, Florida, without due diligence. Unfortunately, once matters came to light, the City did nothing to cancel the contract allowing this “Big Lick” Horse Show to be held at the city owned Frank Brown Park.

The event organizer presently faces two allegations of Horse Protection Act violations filed on December 14, 2015, by the USDA in Washington, DC.which allegedly occurred at the 2013 Panama City “Big Lick” Horse Show.

To make things worse, the Panama City Beach/Bay County Tourist Development Council funded this horse show by providing $25,000.00 tourism tax money to the organizer to market and promote it.

Hopefully, in the future, the PCB City Council and Tourism Development Council will support passage of an Ordinance which will ban Tennessee Walking Horses being exhibited in Panama City Beach, Florida while wearing heavy platform shoes and chains.”

This video is proof that few people attended the horse show featured “Big Lick” Animal Cruelty.

There was no $4.7 million economic impact . The show was a moral and economic loser.

Most certainly, it is the last edition of “Big Lick” on “The Beach”.

It’s now time for Panama City Beach to receive America and the World’s (((((applause))))) for passing a City Ordinance which will forever ban “Big Lick” Animal Cruelty from ever appearing again in the city which is the “Home Of The World’s Most Beautiful Beaches”.

If not, the videos made in the last 60 days will unfortunately make PCB the face of the “Big Lick” from the Gulf of Mexico to the Halls of Congress in Washington, D.C., and all around the World.

The signatures of the Change.Org regarding Panama City Beach are now over 11,000.

This beautiful place and its good people do not deserve that.

Hopefully, the people who can do something about it – the newly elected and seated Panama City Beach City Council – will proactively take action and leave the “Big Lick” image of hurting animals behind forever.

1)”I love animals. I love my horses, I have in excess of 30 … I sleep with three dogs. I also sleep with my husband. He’s not a dog.”
2) I am so tired about hearing about Animal Cruelty” about things I participate in – which in my opinion, (is) hogwash”.

3) Citing law credentials … “I enforce the law”.

4)”This Ordinance would not pass constitutional muster ….
5)These pads and chains, do not, I repeat, do not, in any shape, fashion or form cause pain or suffering to these animals.
6)It’s been legal since 1900. It’s been legal forever. It came on the board in 1900 – that’s when they began having horse shows.
7)You will have the study of Auburn University in your packet ….
8) This is regulated by the USDA –
9) USDA is convinced of it …
10) Congress is convinced of it …
11) If you impose this Ordinance, like this …. what you are doing is .. basically saying that pads and chains are cruel to animals even though the USDA says it’s not.”

The USDA Vet Inspectors disqualified 40% of the ‘Big Lick’ Tennessee Walking Horses they inspected for alleged Horse Protection Act Violations (Animal Cruelty).

The 86,000+ member AVMA (American Veterinary Medical Association) supports a ban on the use of action devices and performance packages (heavy stacked shoes) in the training and showing of Tennessee Walking Horses.

The World is watching to see what the Panama City Beach City Council does before a call for a national “BOYCOTT” of Panama City Beach as a destination tourism resort is made to Animal Lovers all over America and the World.”


Nephew Eugene says this looks like CCABLAC has just about created a paradigm change down on “The Beach”, and just maybe, just maybe,   this guy has it about right.

For the record,  Ms. Martha BlackmonMilligan showed EIGHT TIMES at the April 14 – 15, 2017,  “Big Lick” Horse Show in Shelbyville, Tennessee, where these TWO YEAR OLD Mares & Geldings were wearing EIGHT POUND shoes and being shown in CHAINS.
